Best Ways to Finance a Home in a Newly Approved Residential Development

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The best financing depends first on whether the builder will deliver a completed, legally occupiable home or whether you are financing construction under a building contract. For a completed home, obtain comparable Loan Estimates for conventional, FHA, VA and any address-eligible assistance programs. For a home still being built, ask about single-closing and two-closing construction-to-permanent loans, then verify draws, change orders, appraisal timing, completion deadlines and lien releases.

A development’s “approved” label is not the same as approval of your borrower file, the individual property or the project under a lender’s rules. Those three decisions must all be confirmed before you commit.

Classify the transaction before choosing a loan

Ask the builder and lender to put the transaction type in writing. The same house in the same development can require different underwriting depending on whether construction is complete, substantially complete or financed through a construction contract.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Completed home purchase

Use a standard purchase mortgage when the builder will deliver a finished home that is legally occupiable. The lender underwrites you, the completed property and, when applicable, the condominium, planned-unit-development or cooperative project. Closing normally depends on a satisfactory appraisal, title, insurance, final inspection and certificate of occupancy.

Home still being built under contract

If construction has not finished, ask whether the lender treats your transaction as a purchase of a new home financed by the builder or as a true construction loan. In a construction-to-permanent structure, funds are advanced during construction and the debt becomes a long-term mortgage after completion. The distinction affects interest payments, inspections, draw controls, rate locks, contingency reserves, deadlines and whether you must qualify again.

Situation Likely financing structure Issues to confirm
Finished house with certificate of occupancy available or imminent Standard purchase mortgage Final appraisal, title, insurance, project review and closing date
Builder is completing the house before your purchase closes Often a standard purchase mortgage; confirm with the lender Who carries construction risk, completion evidence and extension terms
You are borrowing for construction under a building contract Single-closing or two-closing construction-to-permanent loan Draw schedule, change orders, contingency, rate terms, completion deadline and lien releases
Unit in a condominium, cooperative or planned development Purchase mortgage plus project review Legal documents, budget, reserves, insurance, litigation and assessments

Compare the main financing paths

Conventional purchase mortgage

A conventional loan is the baseline comparison for a completed home. Request a Loan Estimate from more than one lender and compare the same loan amount, term, occupancy and lock period. Review the interest rate, annual percentage rate (APR), points, lender credits, mortgage insurance, cash to close, extension fees and projected total interest. The lender still must approve the borrower, property and project; a development’s marketing or municipal approval does not guarantee eligibility.

FHA financing

HUD lists FHA single-family programs for purchases, new construction, renovations, repairs and energy-efficiency improvements. FHA eligibility is separate from conventional underwriting. Check the current FHA loan limit for the property’s location, upfront and annual mortgage-insurance requirements, credit and debt-to-income standards, appraisal conditions and the project-review path for a condominium unit. HUD’s program overview is available at HUD Single-Family Mortgage Programs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An FHA-approved condominium project is not automatically eligible for every conventional loan. Ask which agency or investor will purchase your loan and whether the lender is using an FHA project approval, an FHA single-unit review or a conventional project review.

VA financing

Eligible veterans and service members can ask about VA purchase financing and VA construction options. VA guidance permits one-time and two-time construction loans, but it also distinguishes those loans from a purchase of a newly built home financed by a builder. Confirm which transaction you have, whether the builder meets VA requirements, how the VA appraisal will be handled, whether you owe a funding fee or qualify for an exemption, occupancy rules and any lender overlays. See the applicable VA guidance in VA Pamphlet 26-7, Chapter 7.

USDA and location-based assistance

USDA rural eligibility, state housing-finance-agency programs, municipal grants, tax abatements and infrastructure or utility assistance depend on the exact address and jurisdiction. Because eligibility can change by census area, income, household and closing date, provide the lender with the development’s full address and ask a housing counselor or participating lender to check current rules. Do not assume a nearby property qualifies because another address did.

Single-closing construction-to-permanent loan

In a single-closing structure, interim construction financing automatically converts to the permanent mortgage when construction is complete. Fannie Mae describes this as construction-to-permanent financing that can be structured with one closing. Read the overview at Fannie Mae’s construction-to-permanent financing guidance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before signing, obtain the lender’s written rules for:

  • Who authorizes and documents each construction draw.
  • How inspections, invoices and builder certifications release funds.
  • How change orders affect the approved budget and contingency reserve.
  • Whether the interest rate is locked, floating or subject to a later lock, and the cost of extending it.
  • The required completion date and the remedy if the house or certificate of occupancy is late.
  • What happens if the final appraisal is lower than the projected value.

Two-closing construction-to-permanent loan

A two-closing structure uses an interim construction loan and a later permanent mortgage. It can be useful when the permanent lender or final terms cannot be fixed at the first closing, but it creates a second closing, additional fees and possible requalification. Fannie Mae states that construction work must be completed, liens satisfied and completion documented before delivery of the permanent loan. Its frequently asked questions are at Fannie Mae’s construction-permanent FAQ.

Feature Single closing Two closings
Closings One closing, followed by automatic conversion when requirements are met Interim construction closing followed by a permanent-loan closing
Requalification Ask whether updated underwriting is required at conversion Possible requalification for the permanent mortgage
Costs One set of closing costs, subject to lender charges and extensions Second closing and potentially additional settlement costs
Rate certainty Depends on the lender’s lock or float-down rules during construction Permanent rate may remain open until the second closing
Completion condition Final inspection, appraisal update, certificate of occupancy and lien documentation may be required Construction completion, lien satisfaction and documentation are required before permanent-loan delivery

Use Loan Estimates to compare offers on equal terms

Request a Loan Estimate from the builder’s affiliated lender and at least one independent lender on the same day, using identical assumptions. A lower advertised rate can be offset by points, a shorter lock, higher mortgage insurance or an extension charge.

Compare Why it matters
Interest rate and APR The rate affects the payment; APR incorporates certain finance charges and helps reveal the cost of the credit.
Points and lender credits Points raise cash due at closing to reduce the rate; credits reduce upfront costs but may come with a higher rate.
Mortgage insurance Compare the premium, duration and cancellation rules applicable to the specific loan program.
Cash to close Include down payment, deposits, prepaid items, escrow, settlement charges and builder-required amounts.
Rate-lock period A construction schedule can outlast a lock. Ask for extension pricing, eligibility and who pays when delays are builder-caused.
Five-year and total interest cost A short-term incentive may not offset a higher rate or fees over the period you expect to keep the loan.
Construction-specific charges Review inspection, draw, modification, extension, reinspection and conversion fees where applicable.

Compare the net cost after every credit and incentive, not the headline rate alone. Keep the Loan Estimates, incentive addenda and lock confirmations so the final Closing Disclosure can be checked against the offer.

Verify that the development and property qualify

Separate project approval from borrower approval

A lender can approve your income, assets and credit while rejecting the project, or approve the project while finding that your personal file does not qualify. A municipal “approved development” designation usually addresses land use or construction permissions; it does not replace mortgage underwriting.

Request project documents

For a condominium, cooperative or planned development, ask the lender or association for the documents needed for project review:

  • Recorded declaration, bylaws, budget and ownership structure.
  • Current and planned insurance, including master property, liability and flood coverage where applicable.
  • Reserve information and the schedule of regular assessments.
  • Any pending or threatened litigation.
  • Construction status, phasing and turnover obligations between the developer and owners’ association.
  • Known or possible special assessments, master-association charges and utility or infrastructure obligations.
  • Warranties, maintenance responsibilities and a list of items the association or unit owner must repair.

Fannie Mae’s project standards explain that lenders must determine whether a condominium, cooperative or planned-unit-development project meets eligibility requirements before delivering a loan secured by a unit. Review Fannie Mae’s project standards and ask your lender which review applies.

New condominium review is not one universal test

For a new or newly converted condominium, FHA approval may not substitute for the conventional project review required by the lender or the eventual loan purchaser. Confirm whether the loan is intended for FHA, a conventional investor or another program, and obtain the required approval before waiving financing or project-review contingencies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fannie Mae publishes an FHA-approved condominium review reference in its selling-guide materials at Fannie Mae’s FHA-approved condo review document. Your lender should confirm whether that document or a current replacement governs the file.

Appraisal and occupancy evidence

Ask when the appraisal will be ordered and whether a final inspection or appraisal update is required after construction. The lender may need evidence that the home matches the plans and specifications, that required work is complete and that a certificate of occupancy has been issued. A projected value is not the same as a final appraised value; establish in advance who contributes cash if the appraisal is lower.

Builder lender or independent lender?

The builder’s affiliated lender may offer a credit, rate buydown or other concession. An outside lender may offer different pricing, underwriting flexibility or construction expertise. Neither relationship is automatically cheaper. Compare written offers issued on the same day and include the cost of declining the builder’s incentive.

Delay handling Review extension fees and who pays if the builder misses the date Review the same terms and confirm the lender’s ability to extend or re-lock

Follow a financing timeline that protects the closing

  1. Get the exact address and legal description. Use the address to check USDA, state and local assistance, flood requirements, taxes, utilities and project-review status.
  2. Identify the transaction structure. Have the builder and lender state whether this is a completed-home purchase, a builder-financed new-home purchase or construction-to-permanent financing.
  3. Apply with comparable assumptions. Give each lender the same contract price, down payment, occupancy, estimated completion date and requested loan term.
  4. Collect and compare Loan Estimates. Check rate, APR, points, credits, mortgage insurance, cash to close, lock duration, extension fees and projected interest.
  5. Review project eligibility early. Submit association documents, insurance, budget, reserves, litigation disclosures and construction information before financing contingencies expire.
  6. Set construction controls in writing. For a construction loan, document the draw schedule, inspection process, contingency reserve, change-order approval and cost-overrun responsibility.
  7. Track completion evidence. Obtain lien waivers or releases, final inspection or appraisal updates, required permits and the certificate of occupancy before the permanent loan is delivered or the purchase closes.
  8. Recheck the file before closing. Construction delays can cause a new credit report, income verification, asset statement, insurance review or rate-lock decision. Compare the final Closing Disclosure and cash to close with the accepted offer.

Plan for the risks that derail new-development financing

Construction delays

A delayed completion can expire a rate lock, require an extension fee or force a new appraisal. Ask whether the contract assigns extension costs to the builder when the delay is builder-caused, and keep enough liquidity for changed prepaid interest, rent or temporary housing.

Change orders and overruns

Construction lenders may require written approval before a change order, and an upgrade can consume contingency funds without increasing the final appraised value. Confirm who pays overruns, whether the lender will increase the commitment and how an unfinished item affects the certificate of occupancy.

Appraisal shortfall

If the completed value is below the contract or construction cost, the lender may reduce the loan amount. Ask before signing how much additional cash would be required, whether eligible cost changes can restore the budget and what cancellation rights apply if financing fails.

Liens and unpaid contractors

Require lien waivers or releases from the builder and relevant contractors as required by the lender and state law. A title problem can prevent the permanent loan from closing even when the house appears finished.

Insurance gaps

Clarify responsibility for builder’s-risk coverage during construction, homeowners insurance at closing, flood insurance where required and the association’s master policy. A lender may not close until evidence meets its standards.

Association assessments and litigation

New owners can face regular assessments, master-association charges or special assessments. Pending litigation, inadequate reserves or incomplete common areas can affect project eligibility and your monthly housing cost. Read the budget, reserve information, declarations and assessment disclosures rather than relying on sales representations.

Requalification

Do not finance furniture, open new credit or change employment during a long build without asking the lender. A two-closing loan may require a fresh approval, and any construction loan can be subject to updated income, asset, credit and debt checks.

Questions to ask before you sign

Questions for the lender

  • Is this a standard purchase, single-closing construction-to-permanent loan or two-closing transaction?
  • When is the appraisal ordered, and is a final inspection or update required?
  • What are the current program limits, mortgage-insurance charges, occupancy rules and credit standards?
  • What project-review documents are required, and which agency or investor’s rules control?
  • Who authorizes draws, how quickly are they funded and what inspections or invoices are required?
  • How are change orders, overruns, unfinished work and a low final appraisal handled?
  • What is the rate-lock period, what are extension or re-lock charges and who pays them after a delay?
  • Will I have to requalify, and which documents will be updated before conversion or the second closing?

Questions for the builder and association

  • What is the contractual completion date and expected certificate-of-occupancy date?
  • Who carries construction risk before closing, and what happens if the date slips?
  • Which permits, inspections, warranties and lien releases will be delivered?
  • What are the regular assessments, reserve contributions, planned phases and possible special assessments?
  • Who maintains roads, utilities, common areas and storm-water or other infrastructure?
  • Are there pending claims, litigation, unresolved defects or developer-controlled association obligations?
  • Which upgrades are included in the contract price, and how will they be supported by the appraisal?

Choose the path that matches your facts

If the home will be finished at closing

Start with competing conventional, FHA and VA Loan Estimates if you qualify, then check USDA or local assistance by address. Focus on the final appraisal, certificate of occupancy, insurance and project review rather than the development’s approval label.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you are funding construction directly

Compare single-closing and two-closing construction-to-permanent offers. The decisive differences are the number of closings, requalification risk, rate certainty, draw controls, extension costs and treatment of overruns—not simply the initial interest rate.

If the property is a new condominium or planned development

Make project eligibility a financing contingency. Obtain the legal documents, budget, reserves, insurance, litigation and assessment information early enough for the lender’s review, and confirm whether FHA or conventional standards apply.

If the builder offers a financing incentive

Accept it only after comparing the net five-year and total cost with an outside lender. Put the incentive, expiration date, lock terms and delay remedies in writing, and verify that upgrades or credits do not create an appraisal or cash-to-close problem.

The safest choice is the loan structure that fits the construction status, survives the expected completion schedule and remains affordable after all points, credits, insurance, association charges, extension costs and required cash are included.
