There is not enough evidence to recommend a PCO air purifier as a proven way to make a home healthier. Photocatalytic oxidation (PCO) is intended to change some gaseous pollutants using light and a catalyst, but it does not remove particles, and the U.S. Environmental Protection Agency says effective gas removal by PCO in portable residential air cleaners has not been demonstrated. For smoke, dust, or pollen, compare mechanical particle filters by their clean air delivery rate (CADR) and the room they serve instead.
What PCO air purifiers do—and do not do
PCO stands for photocatalytic oxidation. A PCO device uses light, often ultraviolet, and a catalyst to react with certain gases. The aim is to transform pollutants chemically, not to trap airborne particles such as smoke, dust, or pollen. How well it works depends on factors including the catalyst, light exposure, and how long pollutants contact the system.
The U.S. EPA’s Guide to Air Cleaners in the Home states: “Research has not yet shown that other technologies such as plasma, photocatalytic oxidation, or ultraviolet (UV) light can remove gases effectively in portable residential air cleaners.” That is a caution about the evidence for the technology in this product category, not a test result for every model currently sold.
Why PCO may not deliver cleaner air
Changing a pollutant is not the same as removing it completely. The EPA’s Residential Air Cleaners – A Technical Summary (third edition, 2018) describes PCO performance as variable and sometimes low in laboratory studies. It also reports that some devices did not effectively remove tested volatile organic compounds at concentrations typical indoors. Incomplete reactions may create other pollutants, including formaldehyde, acetaldehyde, nitrogen dioxide, or carbon monoxide. These are technology-level cautions, not proof that every device produces each byproduct.

Some UV-C lamps can generate ozone if they lack an ozone-inhibiting coating. Ozone can harm the lungs; the EPA explains that at concentrations not exceeding public-health standards, it has little potential to remove indoor air contaminants. A device’s “air cleaning” claim therefore should not be taken as proof that its emissions are harmless or that it removes the pollutant you care about.
For smoke, dust, or pollen, choose particle filtration
PCO is not designed to remove particles, and the EPA does not recommend it for smoke removal. For particle reduction, mechanical filters—including HEPA and other pleated filters—trap particles without producing ozone. The EPA’s Indoor Air Filtration guidance explains this distinction.

When comparing portable particle cleaners, use the following criteria:
- Target pollutant: Confirm whether the goal is particle reduction or treatment of a particular gas. CADR is a particle-cleaning measure; it does not establish gas-removal performance.
- CADR and room size: Compare the cleaner’s CADR with the size of the room it will serve and the pollutant of interest. The EPA points consumers to AHAM-certified CADR information.
- Noise: Check published noise ratings if sound could discourage you from running the cleaner.
- Placement and airflow: Put the unit where people spend time and keep airflow unobstructed.
- Maintenance: Check what filters or catalysts need replacement or service, how often, and at what ongoing cost; follow the device maker’s maintenance instructions.
- Emissions: Look for credible information about ozone and other byproducts, particularly for devices using UV or oxidation technologies.

How to assess claims and labels
An ENERGY STAR label indicates energy efficiency, not air-cleaning effectiveness. Nor does an EPA reference mean that a product or brand is EPA-certified or endorsed: the agency says it does not certify or recommend specific air-cleaning devices or brands. An EPA establishment number identifies a production facility; it is not a finding that an ozone generator is safe or effective. See the EPA’s explanation of air-cleaner certification and acceptable-product lists.
For a PCO product, ask for evidence tied to the actual model and the pollutants it claims to address. A general explanation of PCO chemistry, a laboratory result at an unusual concentration, or a broad “purifies air” claim does not establish effective performance in a home. The EPA summaries do not provide a current consumer-facing performance figure or model ranking that would support naming a “best” PCO purifier.

What to choose instead
If your priority is reducing airborne particles, select a mechanical filter-based cleaner sized for the room and compare its CADR, noise, placement needs, and maintenance. If your concern is a gas or chemical vapor, identify the pollutant first and look for evidence that the specific device removes it under realistic conditions; the EPA’s guidance does not establish PCO as an effective portable residential solution. No air-cleaner choice described here is proof of a health benefit or a substitute for addressing a pollution source.
