A low wattage figure alone does not show how much cooling a unit delivers. Compare its tested cooling capacity, energy-efficiency rating, stated power draw, and duct setup—and make sure the unit fits the room and can exhaust hot air outdoors.
What “low wattage” does—and does not—tell you
A compressor-based portable air conditioner moves heat out of an enclosed space and sends it outside through an exhaust arrangement. The U.S. Department of Energy defines the category separately from room air conditioners, dehumidifiers, and packaged terminal air conditioners. That distinction matters: a fan or evaporative cooler may use less electricity, but it is not a portable AC that refrigerates and exhausts heat in the same way.
Watts describe electrical input, not cooling delivered. A unit drawing fewer watts is not necessarily the better choice if it also provides substantially less cooling. To compare portable ACs meaningfully, look at power draw alongside cooling capacity and efficiency. The material available for this guide does not establish current model-specific wattage figures, so it cannot support a reliable list of “lowest-watt” models.
Compare cooling capacity and efficiency on the same rating basis
For U.S. portable ACs, the DOE identifies the uniform test method in 10 CFR 430, Subpart B, Appendix CC. Federal reporting includes seasonally adjusted cooling capacity (SACC), combined energy-efficiency ratio (CEER), and duct configuration. A higher SACC indicates more rated cooling capacity; CEER expresses efficiency in Btu per watt-hour. Consider both, rather than treating watts or capacity alone as a verdict. Some listings may show SACC Full as well as SACC, depending on the applicable procedure. Check which figure is being reported and do not compare unlike ratings as if they were produced under identical conditions. DOE’s certification rules also distinguish single-duct and dual-duct configurations; models supporting both must be rated for both applicable configurations. A capacity figure without its rating basis or duct mode may not be a fair comparison.
Why newer BTU numbers can look smaller
Portable AC capacity figures can differ from older published numbers because the newer DOE procedure takes additional air-temperature measurements. AHAM explains that a lower number under the newer method does not, by itself, mean the appliance’s actual cooling ability changed. During manufacturers’ transition to the newer procedure, the same model number may also appear with mixed figures. Confirm the rating method before comparing a current listing with older product information. AHAM: Notice to Consumers Buying a Portable Air Conditioner

Fits most double-hung or sliding windows, requires no drilling, and can be set up in minutes — ideal for renters or temporary cooling needs.
Choose capacity for the room and its conditions
Start with the room’s floor area: multiply its length by its width, then consult the unit’s applicable capacity guidance. Square footage is only a starting point. Direct sun, kitchen heat, and high ceilings can increase the cooling load; an undersized unit may struggle to cool, while an oversized unit may not remove enough humidity for the room to feel comfortable. AHAM advises taking these conditions into account when selecting capacity.
Do not infer a room-size recommendation from watts alone, or from a capacity number whose test basis is unclear. No universal room-area-to-SACC chart is established here; use current manufacturer sizing guidance that matches the unit’s rating and intended installation.

Check the exhaust arrangement before buying
A portable AC needs a way to discharge heat outside. DOE certification reporting treats single-duct and dual-duct operation as distinct configurations, so compare the rating for the configuration you will actually install. Check the manufacturer’s instructions for the included exhaust hose, window panel or seal, and any other required components, as well as whether the setup fits your window and room layout.
- Single duct: Verify the model’s single-duct capacity and efficiency ratings, if that is how you will operate it.
- Dual duct: Confirm that the model supports this configuration, that its dual-duct rating is provided, and that the required intake and exhaust arrangement can be installed.
- Either arrangement: If you cannot route exhaust outdoors and seal the opening as instructed, a portable AC may not suit the space. A low power figure does not solve an unsuitable exhaust path.
What to verify in a model listing
Because portable AC models vary and no current product-level comparison is established here, use this checklist to assess any candidate against its official documentation:

- Cooling: Find the DOE-reported SACC, and SACC Full where applicable; note the test basis and duct mode.
- Power: Find manufacturer-stated watts for the operating mode you care about. Check whether the number is rated, maximum, or typical; do not treat those terms as interchangeable.
- Efficiency: Compare CEER alongside cooling capacity and electrical input.
- Installation: Confirm duct configuration, window-kit compatibility, hose requirements, and how the exhaust opening must be sealed.
- Humidity and condensate: Check the manufacturer’s condensate-removal and drainage instructions, then consider the room’s humidity and the need for any manual draining.
- Practical fit: Match capacity to room conditions and check portability, noise information, and operating guidance in the manufacturer’s documentation.
Do not rely on an ENERGY STAR label or energy-savings estimate for a room air conditioner as evidence of portable-AC efficiency. DOE’s cited Federal Energy Management Program acquisition guidance expressly covers room air conditioners and excludes portable ACs. DOE FEMP: Energy-Efficient Room Air Conditioners
U.S. standards context
DOE lists January 10, 2025, as the date compliance with its 2020 portable-AC standards became required, and identifies Appendix CC as the current test method on its portable-air-conditioner page. The same DOE page describes a May 16, 2025 notice proposing to withdraw the agency’s earlier determination that portable ACs qualify as covered products. That is a proposal, not a completed withdrawal; regulatory status can change, so consult DOE’s current page for the latest update.
