Duquesne Light’s Watson Substation is a Pittsburgh utility project designed to add a resilient source of power for the Golden Triangle and support regional growth. Its compact high-voltage equipment sits above a much larger construction story: miles of underground cable and duct banks, deep foundations, and work coordinated around undocumented utilities and an overlapping bus rapid transit project. Engineering News-Record named it a 2026 East Best Projects Best Energy/Industrial project.
What is the Watson Substation project?
Watson Substation is a Duquesne Light facility in Pittsburgh’s Bluff neighborhood, an area commonly called Uptown and associated with the Hill District. The utility describes its purpose as providing an additional resilient source of power to the Golden Triangle—the city’s central business district—and helping serve regional growth.
A substation connects parts of the electric system and changes voltage so electricity can move from transmission lines into distribution networks. Duquesne Light describes substations as providing redundancy and resiliency, while stepping transmission electricity down to voltage suitable for delivery to homes and businesses. Watson’s equipment handles several voltage levels as power passes through the facility and into the distribution system.

Gas-insulated switchgear helped reduce the land area needed for the high-voltage equipment, a useful design choice in a constrained urban setting. The available project reporting does not quantify the footprint saved or provide a measured reliability improvement, so the resilience benefit should be understood as the utility’s stated purpose rather than a published performance result.
Why was the underground construction substantial?
The visible substation equipment depended on an extensive network below city streets. ENR reports 162,000 circuit feet of medium-voltage distribution cable and 180,000 circuit feet of control cable, as well as nearly 4.5 miles of concrete-encased duct banks. Crews also built or reconstructed nearly 80 manholes and installed more than 100 deep foundations, each three feet in diameter.

These quantities reflect the work of routing power and control connections through a crowded urban site, not simply erecting equipment within a fenced compound. Duct banks protect and organize cables below grade; manholes provide access to underground infrastructure for installation and maintenance. The foundations support the project’s structures and equipment amid complex ground conditions.
What construction challenges did crews face?
ENR reports that crews encountered historic blue slag associated with Pittsburgh’s industrial past, unclaimed utility lines, and an undocumented brick sewer roughly five feet in diameter and 30 feet below grade. The sewer had to be evaluated, prompting redesign. Discoveries like these can change excavation sequencing and the design of below-grade routes, because existing infrastructure may not match available records.

The project also overlapped with Pittsburgh’s Bus Rapid Transit infrastructure work. Underground construction had to be coordinated with transportation work and completed ahead of final road restoration, adding schedule pressure. Duquesne Light and the project team used phased work, traffic coordination, and communication with stakeholders to manage work in the active city environment, according to ENR.
What schedule and investment did Duquesne Light publish?
Duquesne Light listed a December 2025 completion target and a total capital project investment of $237.4 million. The utility page does not state its publication date. Those are the utility’s published target and investment figure; they do not independently confirm actual completion or final outturn cost. ENR’s 2026 award coverage recognizes the project, but the sources cited here do not establish a verified final completion date or final cost.

Duquesne Light lists Burns & McDonnell in coordination with Perrfido and Wiskopf Wagstaff + Goettel. ENR identifies Duquesne Light as owner and Burns & McDonnell as lead engineering firm and general contractor.

To connect Watson to existing transmission and distribution lines, Duquesne Light published a plan for a transfer on October 28 and 29, 2025, at approximately 10 p.m. The utility said a potentially affected customer might experience a brief temporary interruption, not expected to exceed 30 minutes. These were planned dates, not current outage instructions.

The notice identified Downtown and Uptown as potentially affected areas. It said some commercial buildings might need to provide access to electrical vaults and on-site support, and advised customers with critical systems to contact the utility. Because the listed dates have passed, anyone seeking current outage or service information should use Duquesne Light’s current customer channels rather than rely on the archived project notice.
Why did Watson receive an industry award?
ENR’s 2026 East Best Projects coverage named Watson Substation Best Energy/Industrial and credited the submission to Burns & McDonnell, with Duquesne Light as owner. The project’s combination of compact high-voltage equipment, extensive underground utility work, and coordination in an active urban corridor provides the construction context for that recognition.
