For cutting bolts, rebar, or mild steel wire, choose an alloy-steel bolt cutter whose manufacturer-rated capacity covers the material and diameter you need to cut. “Alloy steel cutters” can also mean electrical cable cutters or wire-rope cutters, but those are different tools: the right choice depends on the material’s construction, not simply the steel used in a cutter’s blades.
Start with the material and diameter
Before comparing cutters, identify exactly what you need to cut: bolt or mild steel, rebar, electrical cable, or steel or stainless wire rope. Measure the workpiece and check the manufacturer’s rating for the specific tool and material. A capacity figure for one model or material is not a universal rating for all cutters.
ARM Sangyo describes its bolt cutters as specialized for mild steel, rebar, and mild wires. Its published HBR80 capacity figures vary by model: the HA-250(B), at 250 mm long, is listed for 4 mm, while the HA-1050, at 1050 mm, is listed for 18 mm. These are ARM’s figures for its stated test material, not general capacities for every bolt cutter or all kinds of steel. How to compare bolt cutters
Once the tool category and workpiece are clear, compare the specifications that affect whether a cutter will suit the job and its working conditions.

- Rated capacity and material: Confirm the manufacturer’s limit for the exact model and the material you will cut. Do not assume a diameter rating applies equally to hard steel, mild steel, rebar, or cable.
- Length and leverage: A longer tool may provide more leverage, but length alone does not establish cutting precision or suitability. The model’s rated capacity remains the deciding specification.
- Handles and working position: Consider tool weight, handle shape, and the space available to operate it. A cutter that fits the work position is easier to control than one that is awkward to place.
- Jaw adjustment: Some models allow blade or jaw adjustment. Check the maker’s instructions for adjustment and maintenance rather than treating adjustment as a substitute for the capacity rating.
- Replacement blades: Check that a compatible spare is available and verify the model fit. ARM says selected HA, BC, and AL types share replacement blades by model size; confirm the precise compatibility before ordering.
What alloy-steel specifications tell you—and what they do not
Blade material and heat treatment describe construction, not comparative performance. Kapriol describes a professional bolt cutter with a high-alloy steel blade heat-treated to HRC 56/58, plus blade adjustment and model-specific maximum cutting values. Those are Kapriol’s specifications; they do not establish that it cuts more precisely or outperforms another brand.
SATA’s 2024 catalogue describes drop-forged, precision-ground alloy-steel jaws, gives model-specific capacities for low- and medium-carbon steel, and says its described heavy-duty bolt cutter meets or exceeds ASME B107.16M. Use the capacity for the particular model, and read the standard claim as applying to the catalogue’s described tool—not as a blanket claim about all SATA cutters or alloy-steel cutters.

The available manufacturer specifications do not provide independent comparative test results. Neither an alloy-steel label nor a longer handle, by itself, proves that a cutter offers “unmatched precision.”
Choose a dedicated cutter for cable or wire rope
Electrical cable and wire rope have different construction from the mild-steel work for which bolt cutters are specified. Use a purpose-made cutter and follow its material and size limits.

Electrical cable cutters
Fujiya specifies its F-60 for cable under 60 mm² (diameter 14 mm) and soft plastics, and explicitly says not to use it on steel. Fujiya also describes Cr-Mo high-leverage and ratcheting models for cable applications. Confirm the cable construction and dimensions against the current specification for the exact model; blade material does not make a cable cutter suitable for steel. Steel and stainless wire-rope cutters
ARM distinguishes its RC and WR wire-rope cutters from bolt and electrical cable cutters, specifying them for steel and stainless wire ropes and describing cuts without splayed edges. CEMBRE also lists mechanical and hydraulic tools across cable and rope types, with explicit exclusions for certain copper- and aluminum-cable models. Use limits and compliance claims carefully
Follow the specific manufacturer’s permitted materials, capacity, and operating instructions. Fujiya warns against using the cited cable cutters on steel, and CEMBRE identifies materials or cable classes for which some models are unsuitable. Do not infer that a cutter can handle a material simply because its blades are made from alloy steel.
ARM’s bolt-cutter page notes construction and rescue uses and cites JIS B 4643 certification for the listed product line. If certification matters to a purchasing decision, verify the current model and certificate rather than assuming the reference applies to every version or use.

Practical selection checklist
- Identify the material and construction: mild steel or rebar, electrical cable, or steel or stainless wire rope.
- Measure the workpiece and find the exact model’s manufacturer-rated capacity for that material.
- Compare tool length, leverage, weight, handle shape, and fit for the working position.
- Check jaw adjustment and the maker’s operating instructions.
- Verify replacement-blade availability and exact model compatibility if spare parts matter.
- Confirm material exclusions, current specifications, and any certification claim relevant to the job.
