A Bellevue, Tennessee homeowner says Google Fiber (GFiber) construction cut her AT&T internet line in September 2026 and that the connection failed again on October 9 after an attempted repair. Melissa Foust told WTVF NewsChannel 5 that two AT&T technician visits did not restore service and that switching to Xfinity also failed to bring back internet access. Her account is an allegation, not an independently adjudicated finding. The case highlights what residents can document, whom to contact, and how a suspected construction-related line break can be escalated.
What happened to the Bellevue homeowner’s internet?
Foust says GFiber construction damaged her AT&T line in September. AT&T restored service, but she reported another failure on October 9. Two subsequent AT&T technician visits did not resolve the problem, and she remained without service for weeks when WTVF reported the story.

Changing providers did not solve the outage. Foust said she switched from AT&T to Xfinity hoping a different provider would restore access, but she still could not get online. That outcome is consistent with a problem somewhere in the physical path serving the property, although the available report does not independently identify the damaged facility or assign legal responsibility.
“Google Fiber cut our line, then it’s our responsibility to contact AT&T to get someone out here to fix it,” Foust told WTVF. “We had two separate visits with their technicians and weren’t able to resolve it.”

What does GFiber say about the construction process?
GFiber said through the station’s report that it is working with neighbors and other parties to resolve outages, follows construction-notification guidelines, and uses 811 so infrastructure providers can locate their lines. Its installation guide says an 811 request is submitted after an installation is scheduled for public underground utilities.
The guide also tells property owners to identify private lines that public locates may not cover, including sprinkler systems and invisible-dog-fence wiring. Crews may trench or bore to install fiber. If ground conditions prevent immediate burial, a temporary line may be placed on the ground. A normal installation can include a Network Interface Unit, Fiber Jack, router and optional mesh extenders.
Using 811 and following notification procedures describes GFiber’s stated process; it does not by itself establish that no line was damaged in this incident.
Who has authority over the contractors?
Councilmember Jason Spain said he contacted GFiber about Foust’s complaint and that the Tennessee Department of Transportation has permitting authority over Google Fiber’s contractors. That makes the permitting authority a potential escalation channel when a provider’s own complaint process does not resolve a construction dispute.

Responsibility can involve more than one party: the fiber builder or its support team may address construction activity, the incumbent internet provider may repair its own cable, and a permitting authority may review compliance with the work authorization. Residents should identify which party controls each requested action rather than treating every outage as a routine billing or Wi-Fi problem.
What should an offline GFiber customer do first?
GFiber’s outage guidance starts with account and equipment checks. If those checks do not restore service, the company says a suspected localized line break should be escalated to support and field technicians.

Build an evidence file
- Record the date construction occurred and every date the connection failed.
- Keep the outage duration, technician appointment windows and the results of each visit.
- Photograph visible trenching, exposed cable, disturbed surfaces or other damage from a safe location.
- Save every provider case number, email, chat transcript and technician reference.
- Note whether another provider can deliver service at the address; switching providers does not necessarily bypass a damaged line or shared access route.

Escalate when the ticket stalls
If provider contacts do not produce a repair plan, include the case history when contacting the relevant local or state franchising authority. In Bellevue, Spain identified the Tennessee Department of Transportation as the permitting authority for GFiber’s contractors. Changing providers is not a guaranteed workaround for construction damage.
