Urban beekeeping can work when your address permits it, the hive can be sited safely, and you have time and skills for ongoing colony care. Before buying bees or equipment, check local rules and property restrictions; requirements differ by city, state, and province.
Can you keep bees in your backyard?
Possibly—but whether you may keep a hive depends on your exact location and property. Some jurisdictions require registration, a permit or licence, neighbor notification, setbacks, flyway barriers, or limits on hive numbers. Check all applicable rules before purchasing bees or installing equipment.
- Check your city or municipal bylaws for beekeeping rules, permits, hive limits, setbacks, water provisions, barriers, and notice requirements.
- Check the relevant state or provincial agriculture or apiary regulator for beekeeper registration and colony-management requirements.
- Review property-owner, landlord, or homeowners’ association rules where applicable.
- Confirm that your particular site can meet every requirement and provide safe access for inspections.
These examples illustrate why requirements cannot be transferred from one place to another:
- Victoria, Australia: Agriculture Victoria says people who own one or more hives must register. Its Apiary Code addresses nuisance prevention, colony density, water, flight paths, swarms, and hive placement. See Agriculture Victoria’s beekeeping guidance.
- Portland, Oregon: The city code, amended effective January 10, 2025, covers hive-number limits, maintenance, water, and flyaway barriers. It also requires neighbor notification before installation and compliance with Oregon registration rules. See Portland City Code Chapter 13.10.
- Edmonton, Alberta: The city says an urban livestock licence is required for residential and commercial or multi-unit beekeeping effective May 19, 2026, and directs applicants to provincial beekeeper registration as well. See Edmonton’s urban beekeeping information.
- Ontario: Provincial rules include location restrictions, including distances from certain property lines and highways; the province warns that urban placements are often problematic under those rules. See Ontario’s beekeeping rules.
Those are jurisdiction-specific examples, not a template for your address. If local rules are unclear, ask the responsible municipal office and apiary regulator before proceeding.

How do you choose a neighbor-conscious hive site?
Choose a location that lets you work safely, keeps the hive away from routine activity, and directs bee traffic up and away from people. Missouri Extension recommends locating hives near forage and water, away from paths, with a flight path that can be directed high over people. In town, a fence or shrub row near the entrance can help shape that flight path; verify any applicable barrier rules before installing one. Read Missouri Extension’s apiary-location guidance.
Alabama Cooperative Extension advises keeping a city apiary small, talking with neighbors, and aiming entrances away from patios and play equipment. Its example layout for two hives is roughly 10 by 20 feet; that is an example from its guidance, not a legal minimum or universal site requirement. - Keep entrances and flight paths away from patios, paths, play areas, and neighboring activity.
- Make sure you can approach the hives for inspections without crossing busy areas or creating a nuisance.
- Choose ground and a support that keep the hive stable and suit the hive type and site conditions.
- Talk with neighbors before installation, even where notice is not required; explain where the hive will be and how you will manage water, swarming, and complaints.
Provide reliable water
Set up a dependable water source before the colony needs one, and keep it accessible. Agriculture Victoria cautions that a colony may not meet its own needs without help; its guidance says a strong colony can use over a litre of water on a warm day. That figure is Victoria’s guidance, not a universal consumption rate for every colony or condition. See Agriculture Victoria’s water and hive-management guidance.
Use a stable support
Missouri Extension recommends placing a hive on a stand, blocks, or pallet and gives approximately 18 inches above ground as its elevation recommendation. Treat that as extension advice, not a universal code requirement: choose a support that is stable, compatible with your hive, and suitable for your site. What does responsible colony care involve?
A hive is an ongoing commitment, not equipment you can install and leave alone. Plan to learn how to inspect colonies, provide enough space, manage swarming, maintain water, and address conditions that could affect neighbors. Agriculture Victoria notes that urban beekeeping requires good management skills to avoid negative effects on nearby residents; Portland’s code also addresses overcrowding, swarming, water, and complaints. Victoria’s guidance and Portland’s code are local examples, but the practical need for active care applies to planning any urban apiary.
Make a learning plan before acquiring bees
Find a local beekeeping association, extension course, or experienced mentor where available. Local instruction can help you learn inspection skills and understand the seasonal conditions and rules that apply to your area. Do not rely on a generic online schedule as a substitute for local guidance.

Include Varroa monitoring in the plan
Varroa mite management is central to honey bee health. The Honey Bee Health Coalition provides a management guide and decision tool, and advises beekeepers to monitor mite levels and act in a timely way. Its ninth-edition announcement describes the guide as intended for beekeepers in the United States and Canada. Use its current resources and applicable product labels for regionally appropriate methods; a treatment, dose, schedule, or threshold should not be assumed to suit every place or colony. What should a beginner do first?
- Verify permission at your address. Confirm municipal rules, regulator registration, and property restrictions before spending money.
- Assess the site. Check flight paths, separation from people, access for inspections, water, stability, and whether a barrier is required or practical.
- Learn local care practices. Arrange instruction or mentorship and make sure you understand inspection, space, swarm, and Varroa management responsibilities.
- Prepare the site and equipment. If allowed, select a suitable hive support—stand, blocks, or pallet—and confirm its stability, dimensions, durability, and compatibility with your hive before buying it.
- Communicate and maintain the colony. Set expectations with neighbors and plan regular care rather than treating installation as the finish line.
