Bathroom Hand Sanitizer in Buildings: Where It Helps and Where Handwashing Comes First

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bathroom hand sanitizer can strengthen a building’s hygiene program, but it cannot replace a properly supplied sink. Restrooms still need accessible handwashing stations with clean running water, soap and a way to dry hands. Sanitizer is most useful as a convenient supplement near entrances, elevators, shared equipment and other places where soap and water are not readily available.

What bathroom hand sanitizer does for a building

Hand sanitizer gives occupants another opportunity to clean their hands between tasks, particularly when they leave a restroom and immediately encounter shared doors, elevator buttons, tools or touchscreens. In a construction office, apartment common area, school, retail property or other community building, that access can support a broader hygiene routine.

The Centers for Disease Control and Prevention (CDC) defines hygiene as “a regular habit or practice that improves cleanliness.” Its community guidance, updated and reviewed August 18, 2025, recommends dispensers containing at least 60% alcohol near frequently touched surfaces and in places where soap and water are not easily accessible. Elevators, shared equipment and building entrances and exits are listed examples.

That recommendation is about filling access gaps. It is not a claim that a sanitizer dispenser makes a restroom clean, and it does not require a dispenser in every bathroom. A dispenser is one control in a system that also includes handwashing supplies, surface cleaning, maintenance and clear instructions.

Hand sanitizer does not replace restroom handwashing

After using a restroom, soap and running water remain the primary provision. CDC workplace guidance calls for accessible sinks, supplies for proper handwashing and a way to dry hands. School and early-care guidance likewise says sanitizer is not a substitute for washing with soap and water, while allowing sanitizer when those supplies are not readily available.

For a building owner or contractor, the practical distinction is simple:

  • Where a functioning sink is available: keep soap, clean water and a drying method stocked and usable. Direct people to wash their hands.
  • Where a sink is not nearby: provide an alcohol-based sanitizer dispenser so people can clean their hands after touching shared surfaces or before entering another work area.
  • Where hands are visibly dirty or greasy: plan for soap and water. Sanitizer is not a substitute for physically removing soil, grease or many other contaminants.

Do not market sanitizer as a replacement for washing after toilet use, as proof that a bathroom is “self-cleaning” or as a guarantee against illness. Those claims go beyond the CDC guidance.

Where to place dispensers in a building

Placement determines whether a dispenser is actually used. The goal is a visible, unobstructed location that people naturally pass before or after a high-contact activity, without taking space needed for accessible routes or emergency equipment.

Entrances and exits

A dispenser just inside a main entrance lets visitors clean their hands when they arrive. A second unit near an exit supports use after contact with door hardware, carts or reception surfaces. Mount it where a person can stop without blocking the doorway, queue or accessible path.

Elevator lobbies and stair transitions

Elevator call buttons, handrails and door pulls are frequently touched. A dispenser in the lobby, rather than inside a moving car where mounting and spill control may be difficult, keeps it available at the point of use.

Shared equipment and work areas

Construction offices, maintenance rooms and workshops often share printers, tablets, time clocks, radios, tools or vehicle keys. Place sanitizer at the entry to the shared zone or beside the equipment while keeping it away from sparks, flames, hot surfaces and materials that could be damaged by alcohol.

Outside, not instead of, the restroom

A dispenser outside a restroom can be useful when someone needs to clean hands after touching a common door or when the nearest sink is elsewhere. It should supplement the restroom’s sink, soap and drying supplies. Do not remove a sink or reduce its supplies because a dispenser has been installed.

A restroom-and-building hygiene setup: step by step

  1. Map the handwashing points. During the design walk-through, identify every public and staff restroom, break area, janitorial room and other place where occupants are expected to wash. Confirm that each sink is reachable, supplied with clean running water and paired with soap and a drying method.
  2. Map high-touch gaps. Mark entrances, elevator lobbies, shared equipment, reception counters, turnstiles and doors where soap and water are not readily accessible. These locations are the first candidates for supplemental sanitizer.
  3. Choose an alcohol content. Select a product labeled with at least 60% alcohol, the threshold in CDC community guidance. Keep the original label and safety information available for facility staff.
  4. Select the mounting method. A wall-mounted unit can keep a dispenser visible and reduce clutter. Check the wall construction, fastener rating, refill access and clearance around the unit. In a temporary jobsite office, a stable freestanding stand may be more practical, provided it cannot tip into a walkway.
  5. Verify accessibility and safety. Keep the operating area reachable for people using mobility devices and clear of door swings, fire equipment and egress routes. Follow the product’s fire-safety, storage and ventilation instructions; alcohol-based products are flammable.
  6. Install a reminder at the point of use. Use short wording such as “Clean hands here” and, in restrooms, a separate reminder to wash with soap and water. CDC workplace guidance supports visual reminders in bathrooms and kitchen areas.
  7. Set a refill and inspection route. Assign a person or shift to check soap, paper towels or hand dryers, sanitizer level, leaks, damage and cleanliness. Record the check so an empty dispenser is treated as a maintenance issue, not a surprise.
  8. Coordinate cleaning. Add dispenser exteriors, sink fixtures, faucet handles, door hardware and other high-touch points to the routine cleaning schedule. Clean visibly dirty surfaces before any disinfection step.

What to compare when buying a dispenser

CDC guidance supports the category of product and its placement, not a particular brand or model. Purchasing decisions should fit the building, the refill process and the people who will use the unit.

Decision point Questions for the facilities team Why it matters
Location fit Will the unit fit without narrowing an accessible route, blocking a door or covering safety equipment? A convenient dispenser must still preserve circulation and code-required clearances.
Refill compatibility Are refills consistently available, and can staff identify the correct cartridge or bottle? A dispenser that cannot be refilled quickly becomes an empty fixture.
Capacity How many people pass the location between service checks? High-traffic entrances may need more capacity or more frequent checks than a small staff area.
Operation Is the pump or sensor easy to activate, including for people with limited reach or dexterity? Simple operation increases usable access.
Durability Can the housing tolerate cleaning, impact and the temperature and humidity of the proposed location? Public and jobsite environments can be harder on fixtures than a private office.
Maintenance access Can staff see the fill level, open the unit and clean around it without special tools? Easy service reduces downtime and missed inspections.
Safety Is the unit positioned away from ignition sources and protected from leaks or accidental discharge? Alcohol-based sanitizer requires appropriate storage and handling.

Use a wall-mounted dispenser and a compatible refill as a straightforward facilities-supply implementation when the location and mounting surface permit it. The choice should be based on fit and maintenance, not an implied CDC endorsement.

Cleaning the bathroom is a separate control

Hand hygiene addresses hands; it does not remove soil from fixtures, counters or door hardware. CDC community facility guidance, dated April 16, 2024, recommends regular cleaning of high-touch surfaces, including restroom fixtures, and cleaning other surfaces when visibly dirty. In most situations, routine cleaning is enough.

When disinfection may be appropriate

Clean before disinfecting. Disinfection may be appropriate when someone has obviously been ill or when local health authorities advise additional measures. The April 16, 2024 guidance is for community facilities and is not intended for healthcare settings or places governed by more specific rules. Healthcare buildings, laboratories and other regulated environments should follow their own applicable requirements.

Surfaces to include in the route

  • Faucet handles, flush controls and soap-dispenser levers
  • Sink rims, counter edges and accessible grab bars
  • Restroom and stall door handles, push plates and locks
  • Baby-changing tables, rails and other shared fixtures
  • Elevator buttons, lobby handrails and entrance hardware near the restroom
  • Exterior surfaces of sanitizer dispensers and the wall or stand around them

Cleaning frequency should reflect traffic, visible soil and the building’s operating schedule. A dispenser cannot compensate for a missed cleaning route, and frequent cleaning cannot compensate for an empty soap dispenser.

Make the program operational for occupants and staff

Use two different messages

In the restroom, say what people should do: wash hands with soap and water, then dry them. At a lobby or shared-equipment point, say what the sanitizer is for: clean hands when soap and water are not readily accessible. Keeping the messages distinct prevents people from interpreting sanitizer as the restroom standard.

Keep supplies visible and available

Do not hide soap, towels or sanitizer in locked cabinets during occupied hours. Put a refill container or service alert in the maintenance workflow, not in a public area. If a unit is repeatedly empty, move it closer to the responsible staff route or increase inspection frequency.

Include the plan in turnover documents

For a new or renovated building, hand over a simple schedule identifying dispenser locations, refill types, inspection responsibility, cleaning products and escalation contacts. Photographing the intended mounting points can help maintenance teams restore units after painting, repairs or tenant fit-outs.

Train contractors and occupants briefly

Cleaning staff need to know which products are compatible with fixtures and when to escalate a leak or damaged mount. Front-desk, security and site supervisors should know where spare soap, towels and sanitizer are stored. A short orientation is more useful than a generic sign that does not identify the nearest supply.

Common mistakes and corrections

  • Putting sanitizer inside every restroom and calling the job complete: Keep the sink, clean water, soap and drying method fully stocked; use sanitizer where access gaps exist.
  • Claiming CDC requires a bathroom dispenser: CDC describes placement near high-touch surfaces and where soap and water are not easily accessible. It does not prescribe a universal dispenser location in every bathroom.
  • Choosing a product below the alcohol threshold: For the CDC community recommendation, select at least 60% alcohol and retain the product label for staff reference.
  • Mounting a unit in an egress path: Recheck clearances, door swings and accessibility before drilling or approving a stand.
  • Ignoring empty or broken units: Add sanitizer and restroom supplies to the same documented inspection route as lights, fixtures and other building-maintenance items.
  • Disinfecting automatically without cleaning: Remove visible soil first and reserve disinfection for the circumstances identified by public-health guidance or the facility’s specific rules.
  • Applying community guidance to a regulated healthcare space: Confirm whether healthcare, laboratory, food-service or local requirements impose additional procedures.

How to check whether the installation is working

A facilities manager can audit the program without inventing a cleanliness score. At a scheduled walk-through, confirm that:

  • Every restroom has a usable sink, clean running water, soap and a drying method.
  • Supplemental dispensers are located at identified high-touch or access-gap points.
  • Each dispenser contains the intended product and is not empty, leaking or damaged.
  • Mounts, stands and signs do not obstruct accessible routes, doors or safety equipment.
  • High-touch restroom fixtures and nearby door hardware appear on the cleaning schedule.
  • Staff know how to obtain refills and whom to contact for repairs.
  • Signs explain sanitizer as a supplement rather than a replacement for handwashing.

Documenting these conditions shows whether the building is providing the basics and maintaining access. It does not create a measured statistic proving that a dispenser alone improved cleanliness; no such outcome figure is established by the cited CDC guidance.

Scope and dates of the guidance

The community recommendations above come from CDC’s “Hygiene and Respiratory Viruses Prevention,” updated and reviewed August 18, 2025. Workplace recommendations come from “About Hand Hygiene at Work.” Facility-cleaning recommendations come from “When and How to Clean and Disinfect a Facility,” dated April 16, 2024. The bathroom-door-handle question is addressed in CDC’s “Hand Hygiene Frequently Asked Questions.” School and early-care settings have their own CDC hand-hygiene page, which reinforces that sanitizer does not replace soap-and-water washing.

Frequently Asked Questions

Will touching bathroom door handles make my hands dirty again after I wash them?

Touching a handle can transfer microbes, but it does not make handwashing futile. Wash with soap and water, dry your hands, and use a paper towel or a hands-free faucet control where available if you want to reduce contact with fixtures. A sanitizer dispenser outside the restroom can provide another cleaning option when a sink is not nearby.

Does every bathroom need a hand-sanitizer dispenser?

No universal CDC requirement says that every bathroom must have one. Restrooms need accessible sinks, clean running water, soap and a way to dry hands. Add sanitizer where soap and water are not easily accessible or near high-touch surfaces, based on the building’s layout and use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What alcohol level should a building’s sanitizer contain?

CDC community guidance recommends dispensers containing at least 60% alcohol. That figure is a product-content threshold, not a measured percentage improvement in building cleanliness.

Is routine cleaning enough, or must a building disinfect restroom fixtures every day?

CDC says routine cleaning is generally enough in most community-facility situations. Clean before disinfecting; consider disinfection when someone has obviously been ill or when local health authorities recommend it. Healthcare and other regulated settings may have different requirements.
