Bannerman Energy’s Etango Joint Venture approved a Final Investment Decision (FID) on 23 October 2026, moving the Etango-8 uranium project into full-scale construction in Namibia. The mine is not producing yet: commissioning and first yellowcake are forecast for 2028, subject to construction execution, financing assumptions and other conditions. Early works began in January 2024, so the FID marks a transition from enabling work to the main build.
What changed with the Etango FID?
FID is the joint venture’s formal commitment to proceed with the Etango-8 construction plan. It authorises the project to move beyond early works into full-scale construction; it does not mean the mine is operating, commissioned or producing yellowcake.
Bannerman said the approved base case is designed for average annual production of approximately 3.5 million pounds (Mlbs) of U3O8. Commissioning and first yellowcake production are expected during 2028. Managing Director and CEO Gavin Chamberlain called the decision “a defining moment for Bannerman, for our partner, CNOL, and for Namibia.”

How far along is Etango construction?
Progress has accelerated across earthworks, plant design, concrete and water infrastructure. The percentages below are dated snapshots from separate company and industry updates, so they should not be combined into a single overall completion figure.

| End of September 2026, World Nuclear News | Bulk earthworks | Approximately 99% |
| End of September 2026, World Nuclear News | First phase of permanent water-supply pipeline | Approximately 90% |
By late September, concrete work was advancing around the primary crusher and dry-plant infrastructure. World Nuclear News also reported that Bannerman had agreed a definitive permanent water-supply arrangement with NamWater in June 2026, an important prerequisite for a large-scale processing operation in Namibia’s arid environment.

What does the Etango-8 design include?
Conventional open-pit mining and heap leaching
The technical basis is conventional open-pit mining feeding a heap-leach plant with planned throughput of 8 million tonnes per annum. Bannerman’s December 2022 Definitive Feasibility Study supported the Etango-8 design. In heap leaching, crushed ore is stacked and irrigated so uranium can be dissolved and recovered into a concentrated product commonly called yellowcake.
Expansion potential is not the approved case
A March 2024 scoping study identified a possible expansion to approximately 6.7 Mlbs of U3O8 per year. That is an expansion opportunity identified at scoping level, not the production rate approved in the October 2026 FID.
Resource context
World Nuclear News reported an estimated resource base of 207 Mlbs of U3O8 at a 100-parts-per-million cut-off. The figure is a reported resource statistic, not a guarantee of mineable reserves or future production; readers should consult the underlying technical report for the classification, study date and modifying factors.

How much will Etango cost and who is funding it?
Bannerman forecasts pre-production capital expenditure of approximately US$353 million, with an uncertainty range of plus or minus 10%. The company reported that approximately US$64 million had been incurred through 30 September 2026, leaving about US$295 million in Etango Joint Venture cash for residual pre-production capital expenditure.
| Funding item | Announced terms or status |
|---|---|
| Forecast pre-production capital | Approximately US$353 million, plus or minus 10% |
| Capital incurred through 30 September 2026 | Approximately US$64 million |
| Etango JV cash for remaining pre-production capital | Approximately US$295 million |
| Bannerman cash outside Etango JV | Approximately A$175 million for residual working capital |
| CNNC Overseas Limited strategic investment | Up to US$321.5 million |
The February 2026 investment and joint-venture documentation described debt-free construction funding. CNNC Overseas Limited (CNOL) would hold 45% of Bannerman Energy (UK) Ltd, the subsidiary that owns 95% of Etango, while Bannerman would retain 55%; the One Economy Foundation would continue to hold a 5% loan-carried shareholding.
What does the CNOL partnership mean for Bannerman?
CNOL is both a strategic investor and the cornerstone buyer under the announced offtake structure. The arrangement provides for CNOL to purchase 60% of Etango’s production on arm’s-length, market-based terms, giving the project a substantial committed sales channel while leaving a portion of production for other buyers.
Bannerman reported on 9 September 2026 that all conditions precedent to the CNOL strategic investment and joint venture had been satisfied or waived. That milestone removes the stated conditions to the announced transaction, but it does not eliminate construction, commissioning, uranium-price, operating or funding risks that can arise later.
When could Etango start producing uranium?
Commissioning and first yellowcake are forecast during 2028. This is a schedule target, not an operating result: it depends on completing the remaining civil, mechanical, water and process-plant work, commissioning equipment safely and achieving the performance assumptions behind the Etango-8 plan.

Production, cost and schedule statements are forward-looking estimates. Bannerman’s announcement cautions that they depend on assumptions and conditions beyond the company’s control and are not guarantees. A positive FID therefore indicates committed construction intent, not certainty that the 2028 date or planned annual output will be achieved.
What construction issues should observers watch next?
- Plant installation: Concrete and mechanical installation around the primary crusher and dry plant must progress from design completion to integrated commissioning.
- Water delivery: The permanent pipeline and the NamWater supply agreement are essential enabling infrastructure for operations.
- Capital discipline: Actual spending will show whether the forecast pre-production budget remains within its stated range.
- Commissioning evidence: Equipment energisation, ore introduction, recovery performance and the first verified yellowcake shipment will be stronger indicators of operating readiness than construction percentages.
- Resource conversion: Reported resources still require the technical, economic and permitting work needed to support mineable production plans.
Etango has therefore crossed a major development threshold, but the project remains a construction-stage uranium mine. The next decisive milestones are completion of permanent infrastructure, plant construction, commissioning and the first actual production in Namibia.

What is yellowcake in a uranium project?
Yellowcake is a concentrated uranium oxide product made after processing mined ore. It is an intermediate material that is transported for further conversion and fuel-cycle processing; it is not ready-to-use reactor fuel.

Does CNOL’s 60% offtake guarantee a fixed uranium price?
No. The announced arrangement specifies arm’s-length, market-based terms. The public announcement does not establish a fixed sale price or guarantee a particular future uranium-market level.
Is the proposed 6.7-million-pound expansion already approved?
No. The higher output came from a March 2024 scoping study and represents potential expansion. The October 2026 FID applies to the Etango-8 base case, not that larger concept.

Why are construction percentages reported by date instead of as one completion number?
Each percentage applies to a particular work package at a stated reporting date. Earthworks, design, concrete and pipelines advance at different rates, so combining them would create a misleading overall percentage.
