Bamburi Cement is pursuing a potential supply opportunity for the Dangote East Africa Petroleum Refinery in Lamu, but no contract award or signed supply agreement has been reported. The Star reported on 3 October 2026 that Bamburi is targeting more than one million tonnes of cement and concrete products over the development cycle; the refinery’s reported Sh2.2 trillion value is the project figure, not the value of a Bamburi deal.
Has Bamburi won the refinery supply contract?
No award is reported. The Star’s 3 October 2026 report describes Bamburi as pursuing the opportunity, not as having been selected or signed up as a supplier. The procurement outcome, specifications and award timing are unconfirmed in the available reporting. The Star’s report on Bamburi’s bid does not name competing suppliers.
What is the project, and what do the headline figures mean?
The refinery is planned for Lamu as the anchor investment in a wider petroleum and petrochemical complex along the LAPSSET Corridor. The Star reported on 1 October 2026 that it is designed for capacity of 700,000 barrels per day and described it as a $16 billion project, equivalent to about Sh2.2 trillion. Those are reported project figures, not audited final costs or evidence that construction is complete. The Sh2.2 trillion refers to the refinery project, not a Bamburi contract. The Star’s project overview says the refinery broke ground on 30 September 2026.
How much cement and concrete could construction require?
Bamburi chief executive Geoffrey Ndugwa estimated that the refinery’s civil and related works would consume approximately one million tonnes of cement and concrete solutions. That is a company estimate quoted by The Star, not a published bill of quantities or an independently verified procurement figure. Separately, The Star reported that Bamburi is targeting more than one million tonnes of cement and concrete products for the opportunity over the development cycle. The figures are close but describe different things: Ndugwa’s estimate of potential project consumption and Bamburi’s reported target for the supply opportunity.

Ndugwa said: “The civil and related construction works for the 700,000 barrel-per-day refinery will consume an approximate 1 million tons of cement and concrete solutions, and we are well positioned to manufacture and deliver to the project site from our Mombasa plant.”
Which Bamburi products are being proposed?
Bamburi says it is ready to manufacture and deliver specialised cement and concrete from its Mombasa plant. The Star reported two parts of the proposed range:

It reports that Bamburi makes it at the Mombasa plant by intergrinding Portland cement clinker with blast furnace slag. Its low heat of hydration may help reduce thermal cracking in large pours, according to the product description reported by The Star; this is not an independent performance guarantee.
- Ultra-series speciality concrete: Bamburi’s reported offering includes waterproof, self-compacting, pervious and fibre-reinforced concrete. The Star describes waterproof concrete as designed for moisture-exposed structures and self-compacting concrete as able to flow under its own weight into heavily reinforced or difficult-to-access sections.
These descriptions indicate possible application differences, not a project specification or recommendation. The actual materials required will depend on the refinery’s engineering specifications, exposure conditions and construction methods, none of which are established in the available reporting.

The project’s reported scale and Bamburi’s readiness to supply do not establish that the company will provide the materials. The available reports do not provide tender documents, a bill of quantities, technical specifications, purchase volumes, an award decision or a procurement schedule. They also do not identify other prospective suppliers. Any final assessment of product suitability or supply commitments must therefore await project and procurement details.

The refinery agreement has also been the subject of a request for parliamentary scrutiny. On 1 October 2026, President William Ruto responded to concerns about access to the government–Dangote agreement by pointing to the parliamentary process for requesting agreements. His remarks do not establish the agreement’s contents or legal status. The Star’s report on the exchange records that response. In a separate report on 28 July 2026, Deputy President Kithure Kindiki described the refinery as an international project involving regional partners and foreign investors. The Star’s report on Kenya’s plans gives that broader regional framing.
