Baguio’s comprehensive land-use maps should be checked against the City’s Comprehensive Land Use Plan (CLUP) and zoning materials, not treated as stand-alone proof of current development rules. A Philippine Information Agency report dated March 4, 2026, said the updated CLUP covers 2024–2032 and was nearing completion; it did not confirm adoption or publication of authoritative map files. Start with the City’s Open Data Portal, and if the maps are not listed, request them through the Land Management Bureau’s FOI portal.
What is the current status of Baguio’s land-use maps?
The latest located government status report, published by the Philippine Information Agency on March 4, 2026, describes the updated Baguio CLUP as covering 2024–2032 and nearing completion. It says the plan was to be submitted to the City Council before the zoning ordinance process. That report does not establish that the plan or its zoning rules have since been adopted, nor does it establish that the corresponding maps are publicly downloadable. Read the PIA report.
The update includes more detailed, area-specific micro-zonation, informed by geological, seismic and water-resource studies. This matters for construction because mapped conditions may inform local land-use restrictions. City Administrator VJ Cawis gave an example in the PIA report: “In one area, pwede kang magpatayo ng ganitong building, kahit 11 floors, kahit 12 floors. Pero in one area, kahit anong gawin mo, two stories lang yan. Kasi nga, ‘yung seismic data na binigay sa atin ng DENR and the Mines and Geosciences Bureau tells us that that area, kahit anong gawin mo, fault line ‘yan,” he said. This is an example of how the City described the effect of seismic information, not a complete statement of the building rules for any particular parcel.
Where to look for the CLUP and map files
Search the City of Baguio Open Data Portal
Use the City’s Open Data Portal and search terms such as “CLUP,” “land use,” “zoning” and “Baguio map.” The portal describes search and filtering and lists PDF, image, CSV, Excel and JSON as available download formats. The portal’s format list does not confirm that the specific CLUP or zoning maps are currently posted there.

Request records through the FOI portal if needed
If the files are not listed, the Land Management Bureau’s FOI portal provides a documented request route. A Baguio request dated November 2023 covered the “Comprehensive Land Use Plan of Baguio (CLUP),” “Proposed Zoning Map,” “Land Use Map” and other maps. It was marked successful and listed an attachment. That earlier record shows a route used to obtain materials, but it does not guarantee that the files are now directly accessible or that they represent the latest edition. How to check whether a map is suitable for a project
Before using a map to assess a site or plan construction, confirm its identity and status with the City. Compare any map or plan version against these details:

- no surveillance, no tracking
- laminated, water and tear proof,
- Plan period and dates: Check the period covered and the publication or approval date. A 2003 approval record concerns the older 2002–2008 CLUP and zoning plan, not proof of the current map. See the legacy approval record.
- Issuing office and legal status: Establish whether the material is official, proposed or adopted. A proposed zoning map should not be mistaken for an adopted zoning ordinance.
- Scale and coverage: Check the map scale, boundary and barangays included, so the site is actually covered and the level of detail is appropriate.
- Legend and zone definitions: Read the map key and accompanying rules rather than inferring permissions from colors or labels alone.
- Relevant overlays and constraints: Check whether the version incorporates geological or seismic findings, fault-related constraints, water-resource considerations or aquifer-recharge areas, where applicable.
A land-use or zoning map is one planning reference, not a substitute for confirming the rules applicable to a specific property. Ask the City’s planning office or City Council for the current adopted plan, ordinance and authoritative map files before relying on a version for a development decision.

The legacy approval record identifies a CLUP and zoning plan for 2002–2008 and records approval in 2003. It is useful historical context, but its age means it cannot establish current zoning. Likewise, a map described as proposed, or a file without a clear date and plan period, should not be assumed to show current adopted controls.

The 2026 PIA report says the updated plan was still nearing completion at the time of publication. A definitive statement about adoption or the latest authoritative map therefore requires confirmation from the City after that report.
