Azerbaijan’s Proposed 1,050-Metre Tower: What Happened to the Project?

Azerbaijan Tower was proposed as a 1,050-metre centerpiece for Khazar Islands near Baku. The project was never completed and is listed as canceled.

Azerbaijan Tower was proposed as a 1,050-metre, 189-floor skyscraper at Khazar Islands near Baku. It was never completed: the Council on Vertical Urbanism’s Skyscraper Center lists the project as canceled. The tower’s height, uses, budget and schedule were plans and developer estimates, not features of a finished building.

What was Azerbaijan Tower?

Azerbaijan Tower was the planned centerpiece of Khazar Islands, a large development proposed for artificial islands in the Caspian Sea near Baku. The New York Times reported in January 2012 that the development would include a chain of 41 islands, with hotels, apartments and a business center. The Skyscraper Center’s current record lists the proposed tower at 1,050 m (3,445 ft) and 189 floors, at Azerbaijan Tower.

Those figures describe the proposal, not a completed skyscraper. Contemporary accounts also used a different height: the New York Times report, republished on Azerbaijan’s presidential website, described the tower as 3,645 feet tall. AzerNews reported that an earlier concept of 560 m and 185 stories had been revised to 1,050 m. These were reported proposal figures, and the sources do not establish a technically harmonized height comparison with other towers.

Where was it supposed to be built?

The tower was planned for Khazar Islands, a proposed development on artificial islands in the Caspian Sea near Baku. The location was integral to the project’s scale: the tower was presented as the centerpiece of a much larger island complex, rather than as a standalone city-center skyscraper.

What was planned for the tower?

In March 2012, Avesta president Haji Ibrahim Nehramli described the tower as including apartments, a hotel and office space. APA reported a planned total area of one million square metres and a seven-part structural arrangement. These details were part of the developer’s description of the project; they do not document built space or completed construction.

What were the proposed cost and construction dates?

The publicly reported figures changed, so they should be read as dated estimates and forecasts—not as a final budget or evidence that the work took place.

The changing dates and cost estimates underline why announcements should not be mistaken for delivered construction. The stated schedules passed without the tower being built.

What happened to Khazar Islands?

In July 2019, the Azerbaijan Industrial Corporation said the unfinished complex—renamed New City and formerly belonging to Avesta—had been transferred to its balance sheet. The corporation said specialists would reassess the project technically and economically before decisions about continuation, future prospects and investors. That announcement concerned the broader complex; it did not announce a restart of Azerbaijan Tower. The available account does not establish what changes, if any, have occurred to the wider development since then.

Why is it described as the world’s tallest building?

The proposed height was intended to make the tower exceptionally tall, but the claim needs a status and measurement qualification. The Skyscraper Center currently labels Azerbaijan Tower canceled and lists its architectural height as a proposal metric. Its height convention measures to the architectural top, excluding antennas and other functional equipment. Because the contemporary announcements used differing figures and the sources do not provide a consistently defined comparison against other buildings, it is more accurate to call Azerbaijan Tower a proposed supertall project than to state that it became the world’s tallest building.
