A Peckham Vision compilation of secondary reporting attributes the phrase “an enormous wall of development” to the inspector when describing views from some locations. Because the original decision was not located, the phrase should not be treated as independently verified direct wording.

Housing Today reported that Berkeley objected to the inspector’s treatment of the National Planning Policy Framework’s tilted balance and the scheme’s relationship to a joint design brief. Inside Housing reported that Berkeley considered the inspector had failed to consider NPPF paragraph 125(c).

These are reported arguments made by Berkeley about the inspector’s decision. They are not findings by a court, and the available reports do not show whether a judge accepted or rejected them.
How to read the sequence
The key distinction is between the planning appeal and the later judicial review application.
