The 18-to-20-storey tower description refers to the plan reported in February 2024—not necessarily the final design. The Town of Cambridge says the Western Australian Planning Commission approved a modified APIL precinct structure plan on 24 August 2026; that approval does not establish that a building-level development application has been approved or that construction has begun.
What residents objected to in 2024
When APIL’s plan was reported in February 2024, it included an 18-to-20-storey apartment complex and other high-rise buildings in the Floreat Precinct Structure Plan. Floreat resident Alice O’Connor told PerthNow on 29 February 2024: “If we want to share beautiful Floreat with others, let’s plan it carefully; plonking many enormous skyscrapers over one location is not the answer.”
Comments submitted to the Town of Cambridge in March 2024 raised concerns about traffic and bus capacity, parking, school safety and overlooking, density, building height, green space, and the future of the existing shopping centre. These were community concerns recorded during consultation, not measured findings that the effects would occur.
What happened to the plans
The WA Statutory Planning Committee considered competing APIL and Town of Cambridge plans. In its minutes of 5 November 2025, the committee decided to modify APIL’s plan for resubmission to the Western Australian Planning Commission (WAPC) and refused the Town-led alternative. The Town’s current Floreat Activity Centre project page reports that the WAPC approved the modified APIL plan on 24 August 2026.

The committee minutes state that both plans aimed to provide 900 to 1,250 dwellings. This is a proposed precinct yield range, not a count of homes approved at building level, under construction or completed. The committee’s recorded reasons for supporting APIL’s modified plan included its assessment of traffic and pedestrian movement and the likelihood of implementation; those are the committee’s judgments, not proof that every concern raised by residents has been resolved.
What precinct-plan approval does—and does not—mean
A precinct structure plan sets a planning framework for an area. Its approval is distinct from approval of a specific building design and construction. The committee minutes say detailed overshadowing and other amenity matters would be dealt with at development-application stage. The records cited here do not establish that the tower has received that building-level approval or been built.

That distinction matters when reading the original 18-to-20-storey description: it captures the proposal as reported in 2024, while the later decision process resulted in modifications. The current Town page confirms approval of the modified precinct plan, but the sources do not establish the final tower design or construction status.

The committee’s minutes identify the issues it considered in weighing the plans. Both sought the same stated dwelling-yield range, but the committee also considered movement, amenity and prospects for implementation.
