Apartment remodeling has no universal price, duration, permission rule, or relocation package. The answer changes with your country or city, whether you rent or own, the building’s management rules, and the work’s scope. Before any demolition, confirm the required landlord, strata, condominium, planning, and building approvals; obtain comparable written quotes; and agree on access, work hours, protection, payment, completion, and defect procedures.
Do not assume that a landlord may alter a rented apartment whenever convenient, that a permit covers every building approval, or that temporary housing will be paid for. The examples below show how different the rules can be. Use them as jurisdiction-labeled illustrations, then verify the current requirements that apply to your address.

What determines the cost and schedule?
Scope is more important than the word “remodel”
A cosmetic refresh, a kitchen replacement, and work that moves plumbing, removes walls, or changes electrical systems are different projects. The number of rooms, finish level, structural implications, access route, waste-removal rules, and whether the apartment can remain occupied all affect the quotation and sequence of work.
A contractor cannot give a meaningful fixed price from the phrase “apartment renovation” alone. Ask each bidder to price the same written scope, including drawings or specifications where needed. Have the quote identify what is included, what is excluded, allowances for items not yet selected, taxes, disposal, protection of common areas, permit fees, and the treatment of concealed damage discovered after opening walls.

Building and legal conditions add variables
Apartment work may require several separate decisions: landlord consent for a tenancy, a government building or planning approval, and permission from a condominium, strata, homeowners’ association, or building manager. Contractor availability, lift-booking rules, delivery restrictions, and permitted noisy-work hours can move a start date even when the design is ready.
Occupancy also matters. If residents remain in the unit, the crew may need to work in phases, isolate dust, maintain a bathroom or cooking facility, and schedule utility shutdowns. If those conditions cannot be met safely, the project may require a temporary move.
How to budget when no universal average is reliable
The official guidance considered for this topic does not establish a portable average cost for an unspecified apartment remodel. Treat any online figure that lacks a location, date, scope, finish specification, and measurement basis as unsuitable for your decision. Build your budget from competing quotes against one defined scope instead.

Make bids comparable
| Item to compare | What to require in every proposal |
|---|---|
| Work scope | Room-by-room description, drawings or specifications, materials, quantities, and stated exclusions. |
| Price | Total contract amount, taxes, allowances, provisional sums, permit charges, and the process for approved changes. |
| Programme | Earliest start, planned finish, working days, no-work periods, and assumptions about approvals and deliveries. |
| Responsibilities | Who obtains permits, books lifts, protects common areas, gives neighbour notices, coordinates inspections, and removes waste. |
| Site controls | Access times, dust and noise controls, security, utility shutdowns, and daily cleanup. |
| Payment and remedies | Deposit, progress milestones, retention if customary locally, documentation for variations, and written treatment of delay or defects. |
Singapore’s Housing & Development Board (HDB) advises discussing price, schedule, and quality with the contractor and, for covered works, using its approved-contractor information. Licensing, registration, and consumer-protection requirements differ elsewhere, so check the rules in your jurisdiction rather than treating HDB’s process as a global standard.
Keep a contingency without disguising it as a quote
Older apartments can reveal damaged finishes, outdated wiring, leaks, or non-compliant alterations. Ask the contractor to explain which conditions are unknown and how additional work will be authorized. A contingency is a budgeting decision; it is not permission for the contractor to charge unspecified extras. Require written evidence, a price, and an approval before non-emergency changes proceed.

How long will an apartment remodel take?
No general duration is supported for an unspecified apartment renovation. Approval lead times, design changes, procurement, building access, contractor workload, inspections, and the amount of work all vary. A credible programme should show dependencies rather than promise a universal number of weeks.
Use a decision sequence
- Define the work. Record rooms, finishes, structural or service changes, and what must remain usable.
- Check permissions. Confirm lease or ownership rights, building rules, planning or building approvals, and any required licensed trades.
- Obtain comparable bids. Give every contractor the same scope and request assumptions, exclusions, dates, and disruption controls.
- Approve design and selections. Finalize items whose late delivery could stop work, such as cabinets, doors, appliances, tiles, and fixtures.
- Set the site plan. Reserve lifts or loading areas, arrange resident notices, define protection and waste routes, and identify utility shutdowns.
- Start only after written authorization. Keep the signed contract, approvals, insurance evidence where required, and the latest programme together.
- Track changes and completion. Record variations, inspections, unresolved defects, cleaning, testing, and handover documents.
The narrow HDB schedule rule
HDB states that permitted renovations must be completed within one month for existing blocks and three months for newly completed blocks, measured from the date the renovation permit is granted. This is a Singapore HDB administrative completion window, not a general estimate for apartment remodeling in other locations or for unpermitted work.

Renters: read the lease first
For a rented apartment, ask the landlord or property manager in writing before altering anything, including work that seems minor. Keep the request specific: describe the proposed change, materials, contractor, dates, access needs, and whether the fixture can be removed or must remain when you leave.
New South Wales guidance says a tenant may make a change when the lease allows it or the landlord gives written permission. That guidance also identifies certain minor changes for which a refusal is restricted. Those rules apply to NSW; they are not a general rule for every country or state.
New Zealand guidance distinguishes major alterations, which require the landlord’s agreement, from a process for requesting minor changes in writing. It also describes response arrangements for minor-change requests. A tenant elsewhere should not rely on those categories without checking local law and the lease.

Owners: separate government approval from building consent
Owning the apartment does not necessarily give unrestricted control over structure, façades, shared pipes, fire systems, windows, or common corridors. Check the local planning and building authority, then read the condominium or strata bylaws and ask the management corporation or building manager what approval package is required.

Singapore’s HDB guidance warns that certain works require a permit before starting and that unauthorized work may have to stop or be removed. Singapore’s Urban Redevelopment Authority (URA) explains that planning permission depends on the property type and the work, and its strata guidance directs owners to obtain management-corporation consent where applicable. These are Singapore examples, not a universal permit checklist.
Permits, inspections, and contractor responsibility
Ask the authority or building manager, in writing, which approvals apply to your exact scope. A renovation permit, planning permission, building approval, fire-safety review, electrical or plumbing sign-off, and strata consent can be separate matters. One approval does not automatically replace the others.
Put responsibility in the contract: who submits drawings, pays application fees, attends inspections, supplies certificates, and corrects rejected work. Request copies of approvals and inspection results. Do not let a contractor begin regulated work on the assurance that paperwork will be arranged later. If an authority orders work to stop, the resulting delay and removal cost can exceed the original permit expense.
How to plan neighbours, access, and disruption
Before signing, ask the contractor and building manager to map the practical effects of each phase:

- Which workers need keys, codes, lift access, parking, or loading reservations?
- Which rooms, bathrooms, electrical circuits, water lines, heating, cooling, or internet services will be unavailable, and when?
- How will floors, lifts, corridors, doors, and occupied belongings be protected?
- Where will debris be stored and how will it leave the building?
- Which hours permit drilling, cutting, deliveries, and other noisy work?
- Who sends notices, answers complaints, and records incidents?
- How will residents receive updates when the programme changes?
In HDB flats, owners or contractors should notify neighbours within two units at least five days before work starts, display a renovation notice, and follow the stipulated work hours. Treat those instructions as HDB-specific. Other buildings may impose different notice periods, quiet hours, or booking procedures.
Protect health and security
Agree on dust barriers, ventilation, wet-work drying, hazardous-material procedures where relevant, child and pet separation, daily housekeeping, and secure storage of tools. Ask how emergency access will be maintained and who can authorize an urgent shutdown. A programme that looks short on paper may be unusable if it ignores these controls.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Do you have to move out during renovations?
Start with a room-by-room usability test. Ask whether at least one safe bathroom, sleeping area, food-preparation option, entrance, and required utility will remain available during every phase. Consider dust, fumes, noise, vibration, water shutoffs, fire exits, vulnerable occupants, and local occupancy rules. If the apartment cannot remain safe or reasonably usable, discuss a temporary move before the contract is signed.
Write relocation terms before leaving
If a landlord, council, building manager, or contractor proposes relocation, obtain a written plan stating:
- the exact move-out and return dates, with a process for extensions;
- the destination, standard, furnishings, accessibility, pets policy, and transport arrangements;
- who pays rent, utilities, deposits, storage, moving labour, meals or other agreed costs, and whether payment is advance or reimbursement;
- how you will access documents, medication, work equipment, and belongings left in the apartment;
- what happens to the tenancy, lease dates, notices, and rent while the unit is unavailable;
- the inspection, cleaning, defect, and handover process when you return.
Do not infer an entitlement from a contractor’s goodwill or from a neighbour’s experience. Verify the local tenant-protection rules and obtain independent advice where the move affects your lease or legal notice rights.

Examples that show why location matters
| Jurisdiction and housing context | Published example | What it does not prove |
|---|---|---|
| United Kingdom council housing | GOV.UK guidance says a council must find and pay for somewhere to live when major works require its tenant to leave; the council may also provide moving or inconvenience payments. | It does not create the same entitlement for private renters, other councils, or other countries. |
| Toronto covered rental renovations | Toronto’s Rental Renovation Licence process covers certain work requiring vacant possession and identifies temporary comparable housing as a possible obligation. | Coverage depends on the local process and the work; it is not a general North American rule. |
| The Netherlands | Government guidance says a tenant may have a right to moving-cost compensation when temporary relocation is required. | Eligibility, amount, and procedure depend on Dutch law and the facts. |
Choosing and managing a contractor
Compare qualifications, required registrations, insurance, references for occupied apartment work, and experience with your building’s approval process. Ask for a named site contact and a communication schedule. Confirm that subcontractors are included in the price and that the contractor will follow building rules rather than asking you to obtain approvals you cannot legally obtain.
Use one written change process. Each variation should state the reason, revised price, effect on completion, and any new approval or resident notice. Keep photographs of concealed services before they are covered, copies of invoices and certificates, and a dated list of defects. Do not make the final payment until the contract’s completion conditions and required documents are satisfied.
Checklists for a controlled remodel
Before appointing anyone
- Identify whether you are a tenant, owner, or landlord and which jurisdiction governs the apartment.
- Read the lease, bylaws, house rules, and alteration policy.
- Ask authorities and building management about permits, consent, inspections, insurance, work hours, notices, and lift or loading reservations.
- Prepare one written scope and invite comparable bids.
- Decide whether the apartment remains safe and usable throughout the planned sequence.
Before work starts
- Sign the contract and approved drawings or specifications.
- Receive copies of permits, consents, insurance evidence, and the programme.
- Confirm neighbour notices, access codes, protection, waste routes, utility shutdowns, and emergency contacts.
- Record the apartment’s condition with dated photographs.
- If moving, sign the accommodation, cost, storage, rent, access, and return plan.
At handover
- Test water, drainage, electrical outlets, appliances, ventilation, heating or cooling, alarms, doors, and windows affected by the work.
- Collect inspection certificates, warranties, product manuals, keys, remotes, and approval records.
- List defects with agreed correction dates and keep evidence of completion.
- Confirm final cleaning of the apartment and any repaired common areas.
Common mistakes and how to recover
Starting on verbal approval
Stop before work expands. Request written consent and check whether the lease, authority, or building manager imposes a formal application. If demolition has begun, document the existing condition and ask the relevant authority or manager what must happen next.

Check each approval stream separately. Ask for the building manager’s written confirmation that the proposed hours, deliveries, protection, and waste plan comply with house rules.
Accepting a vague “fixed price”
Compare the inclusions and exclusions line by line. Convert allowances and provisional sums into selected products or agreed rates, and require written approval for changes.
Leaving relocation promises informal
Do not hand over keys until dates, destination, payments, storage, access, rent treatment, and return conditions are documented. If the proposal changes your tenancy, obtain local housing advice before signing.
The safest approach is deliberate rather than fast: define the scope, verify every applicable approval, compare like-for-like proposals, plan disruption with the building, and record any relocation arrangement in writing. The exact cost, completion date, and financial responsibility then come from your documented project and local rules—not from a generic apartment-remodeling average.
