Plans for a major public-realm programme around Regent Street and Piccadilly have reportedly been put on hold until 2027, according to Westminster Times on 7 October 2026. The reason for the hold and a revised construction timetable have not been confirmed in the available official information.
What is reportedly delayed?
The report concerns Westminster City Council’s Regent Street, Haymarket and Piccadilly Circus public-realm programme, designed by Allies and Morrison with The Crown Estate as partner. It is separate from the Mayor of London’s Oxford Street pedestrianisation project.

Westminster City Council’s 4 February 2026 announcement described proposals to make Regent Street St James’s, Waterloo Place and the south side of Piccadilly Circus traffic-free. The wider programme would also change junctions and pavements and improve drainage. The Council said it could create more than 35,000 square metres of new public space; this is proposed space, not a completed project.

The Council’s February timetable is the official baseline; the later hold is reported by Westminster Times. The Council announcement does not confirm that subsequent delay or explain its cause. It is therefore not established whether the summer consultation or autumn Cabinet decision has been rescheduled.

Why has the programme been delayed?
The reason has not been established by the available sources. The 7 October report says the plans are on hold until 2027, but the formal decision behind the hold and its explanation are not confirmed. It would be speculative to attribute the delay to funding, design work, consultation responses or construction constraints.
What the proposals are intended to deliver
The Council describes the scheme as a combination of traffic-free areas and broader street improvements, rather than pedestrianisation alone. Cllr Geoff Barraclough, Cabinet Member for Planning and Economic Development, said the plan would “improve traffic flow, reduce congestion, provide wider pavements and safer crossings, support cycling, and introduce more trees and places to sit and spend time.” Those are intended benefits, not outcomes already achieved.

Westminster City Council says around 5,000 people shared views during its second engagement round. It reports that 60% of respondents supported the proposals, and 62% supported increasing pedestrian space at Piccadilly Circus. These figures describe consultation responses, not a representative poll of Londoners.
The Council also says local businesses supported by the programme generate 94,000 jobs. That figure describes the local economic context; it is not a forecast of jobs created by the scheme.

What remains unclear
- Which formal decision placed the programme on hold, and who made it.
- Whether consultation or the planned Cabinet decision has been postponed or changed.
- When construction might begin under a revised schedule.
- Whether the reported hold applies to every part of the programme or only particular stages.
Until an updated Council timetable or formal decision is published, the early 2029 construction date should be treated as the February 2026 conditional expectation—not as a current confirmed start date.
