In construction, treating that answer as verified can create safety, compliance, cost and programme problems. Use generative AI for a draft or starting point, then verify every consequential claim against the responsible document, competent person or current official guidance.
NIST calls this behaviour confabulation: a system presents erroneous or false content, content that diverges from the input, or content that contradicts its own earlier statements. “Hallucination” and “fabrication” are common terms for the same family of failures. The practical question is not whether an answer sounds plausible, but whether its important claims can be independently supported.

What an AI hallucination is—and what it is not
A generative AI model predicts likely language from patterns learned during training. It does not automatically consult a live building-control database, inspect your drawings or understand the physical state of a site. A fluent paragraph is therefore evidence of linguistic coherence, not proof that the underlying statement is true.

NIST’s 2024 Artificial Intelligence Risk Management Framework: Generative Artificial Intelligence Profile describes confabulation as a natural risk of systems that approximate statistical patterns. OpenAI’s guidance gives familiar examples: an incorrect definition, date or fact; a quotation that nobody said; or a study, reference or web source that does not exist. A model can also answer a question that is ambiguous, underspecified or missing an attachment as though it had all the necessary information.

Hallucination does not require every sentence to be wrong. One invented standard number in an otherwise useful method statement can be enough to make the document unsafe. A rationale can sound logical without establishing that its premise, calculation or conclusion is correct. Generated citations and explanations can themselves be confabulated, so a citation-shaped footnote is only a lead until you open the original source.
Why confident wording is a poor reliability signal
Pattern completion is not fact checking
The model’s core task is to produce a likely continuation. Common facts and familiar wording are easier to reproduce than an obscure manufacturer limitation, a local amendment or an arbitrary project identifier. Low-frequency details may not be inferable from broad patterns, yet the system can still produce a specific-looking answer instead of stopping.
Accuracy-only tests can reward guessing
OpenAI’s 5 September 2025 explanation of language-model hallucinations notes that evaluations focused only on getting an answer right can reward a guess over an honest admission of uncertainty. A model that abstains may appear less complete while making fewer confident errors. This is why “it gave me an answer” is not a useful quality metric.

Missing context is silently filled in
If you ask whether a detail is compliant without specifying the jurisdiction, edition, occupancy, fire strategy, load case or contract requirement, the model may silently choose an interpretation. The result can be polished but answer a different question. The same risk applies when a drawing, schedule or specification was not actually supplied to the tool.
How hallucinations appear in day-to-day construction work
| Warning pattern | Example in a project | Required response |
|---|---|---|
| Invented authority | A clause number, regulation, approval route or inspection requirement that cannot be found in the named document. | Open the current primary source and check the exact clause, edition and jurisdiction. |
| Fabricated quotation or study | A safety statistic, expert quote or “recent study” with no publisher, date or traceable record. | Assume it is unverified until the original publication is located. |
| False precision | A precise curing time, fire rating, tolerance, coverage rate or load value with no product, test condition or calculation basis. | Request the assumptions and confirm them in the manufacturer’s data, test report or engineer’s design. |
| Silent interpretation | An answer treats “the code” as one national rule when the project is governed by a different country, local amendment or client standard. | State the governing location, document edition and scope before relying on the answer. |
| Unsupported completion | The model produces a risk assessment, programme or quantity take-off despite not receiving the current drawings or site information. | Supply the missing inputs or stop and have a qualified person complete the work. |
| Contradiction | The same conversation gives two different thicknesses, dates or procedures and explains each confidently. | Discard the conflicting output and verify the controlling source. |
A verification routine for important AI answers
Use the following process whenever an output could affect health, safety, money, compliance, programme, reputation or a contractual decision. For low-stakes brainstorming, you can use a lighter check; for a permit, design decision or site instruction, complete every step.
- Mark the consequential claims. Highlight every number, quotation, legal or technical assertion, recommendation and statement of compliance. Separate factual claims from suggestions or wording that is merely illustrative.
- Find the source behind each claim. Follow a citation to the original regulation, official guidance, standard, manufacturer document, test report, contract clause or responsible organisation. A search result, summary page or AI-generated reference is not the source itself.
- Check exact support. Confirm that the document exists, is the right subject and actually supports the attached claim. Check whether the AI changed a qualifier, converted a recommendation into a requirement or attached a general statement to a specific product.
- Check currency and scope. Record the publication or revision date, jurisdiction, edition, project stage, population or setting and any stated limitations. Building rules, product instructions and client standards can change; a true statement from an older edition may be wrong for today’s job.
- Reconcile the inputs. Compare the answer with the latest issued-for-construction drawings, revision register, specification, survey, design calculations and site conditions. If the model did not receive an input, do not let it imply that it did.
- Resolve ambiguity. Ask the model to list its assumptions and identify what information is missing. Then supply the missing context or obtain a human decision. An answer that says “this depends on the jurisdiction and fire strategy” is more useful than an unsupported universal rule.
- Obtain competent review. Have the responsible designer, building-control professional, temporary-works coordinator, fire engineer, quantity surveyor or other qualified person approve the result where the issue falls within their duty. Keep the verified source and reviewer’s decision with the project record.
- Do not make the model the final authority. OpenAI’s Help Center puts the principle plainly: “Use ChatGPT as a first draft, not a final source.” That applies to any generative system, whether it browses, cites sources or produces a confident calculation.
Construction decisions that deserve the highest scrutiny
Health, safety and temporary works
Never use an unverified answer as the sole basis for excavation support, lifting plans, scaffolding, structural stability, electrical isolation, confined-space controls, fire precautions or emergency procedures. These activities depend on site-specific conditions and professional judgement. AI can help turn an approved method into a clearer briefing or create a checklist of questions, but the competent person must validate the controls.

Regulatory and contractual compliance
Ask which authority, edition and project classification an answer assumes. “The code requires” is incomplete without a named document and applicable scope. Check the exact wording and any local amendments, transitional arrangements, approval conditions or client standards. A model may combine rules from different jurisdictions because the language appears similar.

Specifications and product substitutions
A suggested substitute can be wrong even when its headline performance looks equivalent. Verify the product’s full designation, installation conditions, tested assembly, compatibility, warranty restrictions, availability and required certification. Do not accept a claimed fire, acoustic, waterproofing or structural rating without the relevant test or assessment document.
Quantities, costs and schedules
AI can make arithmetic or planning assumptions invisible. Recalculate quantities from the current drawings, show waste and measurement rules, and identify whether rates include labour, plant, delivery, tax, preliminaries or risk. For a programme, check logic, calendars, approvals, lead times, weather allowances and resource constraints. A neat spreadsheet generated from stale inputs is still stale.

Client, workforce and personal information
Before pasting documents into an AI service, follow your organisation’s data, confidentiality and contractual rules. Remove unnecessary personal, security-sensitive and commercially confidential information. A factual answer about a project can still create a privacy or information-governance problem if the input was not authorised for that service.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Prompts that reduce risk without promising certainty
Better instructions can expose uncertainty, but no prompt guarantees factuality. Ask the system to:
- state the jurisdiction, document edition, date and assumptions it is using;
- separate facts, inferences, estimates and suggested wording;
- quote only text it can trace to a supplied or named source, with a page or clause;
- identify missing drawings, dimensions, site conditions or approvals;
- give alternative interpretations where the question is ambiguous;
- show calculation inputs and units so a person can recompute them;
- say “I cannot verify this” rather than invent a citation or value; and
- flag issues that require a qualified professional or the controlling authority.
Then test the response independently. Asking the same model to “check its own answer” can reveal contradictions, but it is not independent verification because the second answer may repeat the first error.

What published evaluation figures do—and do not—tell you
Model comparisons are useful only when you read the test design. In one OpenAI 2025 evaluation condition, a system that abstained on 52% of items recorded 22% accuracy and 26% error, while the comparison condition abstained on 1%, recorded 24% accuracy and 75% error. The figures illustrate a trade-off: similar accuracy can coexist with sharply different error rates when one system is more willing to decline. They are not estimates of the share of all AI answers that hallucinate.
The 2025 GPT-5 system card reported that GPT-5 main had a 26% lower hallucination rate than GPT-4o, and GPT-5 thinking had a 65% lower rate than o3. At the response level, the reported reductions in responses containing at least one major factual error were 44% and 78%, respectively. Those results came from selected challenging prompts and the system card warns that they are a research signal, not a measure of production prevalence. The comparison is meaningful only with its model versions, prompt set, tools or browsing condition, error definition and unit of measurement.
The same system-card work reported 75% human agreement when validating its factuality grader. That is agreement in that grader-validation exercise, not a general accuracy rate for people or AI. Benchmark numbers cannot tell you whether a particular answer about your project is correct.
When an answer should be rejected immediately
- It cites a standard, case, study or product document that you cannot locate.
- It gives a safety-critical instruction without identifying assumptions or a competent owner.
- It claims to have inspected an attachment, website or live data that was not actually available.
- It supplies a precise number but no units, conditions, revision or calculation.
- It changes its answer when challenged yet cannot explain which source controls.
- It encourages bypassing an approval, inspection, permit or manufacturer instruction.
In these cases, preserve the prompt and output for audit if appropriate, tell the team not to rely on it, and obtain the authoritative answer through the normal project process.
A practical site-office checklist
Before copying AI output into a method statement, RFI, tender return, variation assessment, toolbox talk or client communication, ask:
- What exact decision will this text influence?
- Which claims are factual, and which are only proposed wording?
- What is the primary source for each consequential claim?
- Does that source match this project’s jurisdiction, edition, product and conditions?
- Are the drawings, specifications and site facts current and complete?
- Have units, assumptions, arithmetic and exclusions been checked?
- Who is the competent reviewer, and where is the approval recorded?
If you cannot answer those questions, keep the output as an unverified draft rather than issuing it as instruction. The most reliable use of generative AI in construction is to accelerate low-risk drafting, organise questions and expose gaps while people retain responsibility for evidence, judgement and approval.
