State Road 228 in Jacksonville is entering a major final phase on the Hart Expressway, but the entire corridor is not finished. The Florida Department of Transportation (FDOT) began a $17.2 million rehabilitation project between the Hart Bridge and Beach Boulevard on August 31, 2026, with completion estimated for winter 2027.
Separate resurfacing on Normandy Boulevard and a larger, still-studied safety and widening program mean construction will continue in stages beyond the Hart Expressway contract.

What “nearing its end” means for SR 228
SR 228 has been improved through a sequence of resurfacing and rehabilitation contracts rather than one continuous project with one finish date. The current Hart Expressway job is a substantial closing phase for that segment. It combines pavement, bridge, drainage, lighting and ramp work, so it is more than a final asphalt overlay.

The clearest current distinction is between the Hart Expressway work now under construction, a separate Normandy Boulevard solicitation, and longer-term Normandy safety improvements still being developed.

The active Hart Expressway rehabilitation project
FDOT identifies the active limits as the Hart Expressway from the Hart Bridge to Beach Boulevard, also identified as State Road 212 and U.S. 90, in Duval County.

A separate Normandy Boulevard SR 228 contract
Normandy Boulevard has its own SR 228 segment and contracting schedule. A January 2026 FDOT solicitation covers 1.079 miles from south of Memorial Park Road to State Road 103, also known as Lane Avenue.

This Normandy package is not the same contract as the Hart Expressway rehabilitation. Its limits, scope and contract duration should not be used to calculate when the Hart Bridge segment will reopen or when all of SR 228 will be complete.
Why Normandy Boulevard is still being planned
On January 29, 2026, News4JAX reported that FDOT was considering phased safety improvements on Normandy Boulevard beginning near Yellow Water Road. FDOT manager Jim Knight said an initial project on either side of Yellow Water Road might fit a “$10 to $15 million sweet spot” and could potentially be completed within about five years.

The larger vision is considerably more expensive. Councilman Jimmy Peluso said a complete Normandy overhaul could cost “$300 million, possibly,” while available project allocations were closer to $20 million. FDOT was conducting a Project Development and Environment (PD&E) study, which means the broader alignment, design, environmental and funding decisions were still being evaluated rather than built under the Hart Expressway contract.

What traffic should expect through winter 2027
FDOT says traffic will be maintained under its design standards while the Hart Expressway work proceeds. That does not mean conditions will remain unchanged: ramp realignment, shoulder treatment, bridge repairs, lighting, drainage and reconstruction can require shifting work zones and temporary lane or ramp restrictions.
- Expect construction activity to continue until the stated winter 2027 target rather than assuming the corridor is already complete.
- Allow extra time when work moves between the mainline, ramps and bridge approaches.
- Check FDOT traffic-management notices for current lane arrangements, because the project schedule can change with weather or unforeseen conditions.
When the Hart Expressway contract is finished, that specific rehabilitation project will reach its target milestone. Normandy’s separate resurfacing solicitation and the longer-term Yellow Water-area safety program will determine how much additional SR 228 work Jacksonville sees afterward.
