The City of Cockburn is progressing a proposed $60 million redevelopment of the Wally Hagan Basketball Stadium in Hamilton Hill, prompted by the Cockburn Basketball Association’s stated need for more court capacity. The current plan would retain and refurbish the four-court stadium while adding six courts, for 10 multipurpose courts in total. It remains conditional on funding; Council’s decision to progress planning is not approval to begin construction.
Why Cockburn says more court capacity is needed
Wally Hagan is currently a four-court venue. In an April 2024 report, the Cockburn Basketball Association said it had 3,000 playing members and argued that local court capacity was inadequate. That figure was the association’s own reported membership count, not an independently audited measure. The association also said it was using other venues, including Leisurefit Melville, Kennedy College, Emmanuel Catholic College, Cockburn ARC and Lakeland Senior High School. Its stated aim was to bring more activity under one roof. PerthNow reported those comments on 14 April 2024.
The phrase “rapid expansion” reflects the association’s case for investment. The available sources give membership and facility figures, but no independently verified year-on-year growth series that establishes a rate of growth.
What the current proposal includes
The City’s current project description sets out a 10-court multipurpose facility: the existing four-court stadium would be retained and refurbished, with six new indoor courts added. The courts are intended to accommodate basketball and other sports such as badminton and volleyball. Proposed supporting spaces include a health club, crèche, café, function and community rooms, changerooms, storage, parking and seating for a show court. The City of Cockburn’s Wally Hagan project page describes the scope as planned, rather than a completed build.

The plan has changed since its early public discussion. In April 2024, reporting described Council advocacy discussions around an eight-court proposal, with possible later expansion to 10 or 12 courts. The City’s current project page instead describes a 10-court total, including the existing four. The earlier account and the City’s current scope are different stages of the proposal, not interchangeable descriptions.
Funding is not yet fully secured
The City announced a $20 million WA Government commitment in January 2025. In its 10 June 2026 update, it said it would seek up to $20 million from the Federal Government and described a proposed $20 million City contribution. The federal contribution is still being sought, and the City identifies funding as a condition for proceeding. The June 2026 City update records Council’s endorsement to progress the first stage and prepare a business plan; it does not say the project is fully funded or construction-ready. The earlier state commitment was announced by the City in January 2025.

When could construction start?
The City’s project page lists mid-2027 as a planned start and mid-2030 as a planned finish. Its June 2026 update gives a different, later possibility: construction could begin as early as January 2028 if funding is obtained. These are dated planning estimates, not confirmed construction dates. The project page also cautions that a proposal does not necessarily proceed to construction. The project page and the June update should therefore be read as conditional schedule information.
The City says basketball games will continue at the existing Wally Hagan stadium until the project is complete. Mayor Logan Howlett’s June 2026 statement said the venue then supported over 5,000 members seven days a week. That is a later City-reported figure than the association’s 3,000 playing-member figure reported in April 2024; the two figures have different dates and descriptions, so they should not be treated as a like-for-like audited growth measure.
