Construction on the North Metro TAFE Balga redevelopment began in December 2022, when the project was announced at $47.9 million. The redevelopment is now complete: the Department of Training and Workforce Development records completion in August 2024, and the WA Government announced it in December 2024, ahead of students and apprentices using the new facilities from Term 1, 2025.
When did construction begin?
The WA Government announced on 2 December 2022 that construction had commenced. PerthNow reported on 8 December that work had started the previous Friday. The government forecast completion in late 2024 at the time.
The December 2022 construction-start announcement described a three-storey specialist teaching block intended to replace 22 rundown transportable classrooms. Planned training areas included building and construction, electrical, English, and adult migrant education. The government announcement and PerthNow’s report provide the construction-start details.
How did the project cost change?
The figures reported at different stages are not identical. The sources establish the amounts and dates below, but do not fully explain the difference between the 2022 construction-start figure and the later completed-project amount.

PerthNow attributed the rise from the earlier figures to labour and supply-chain cost escalation related to the COVID-19 pandemic. The later sources report the higher completed-project amount but do not fully reconcile it with the $47.9 million announced when construction began. The department’s 2024–25 annual report records the Balga Specialist Teaching Block’s cost and August 2024 completion date.
What facilities were delivered?
The WA Government’s December 2024 completion announcement calls the redevelopment the Construction Skills Innovation Hub and describes two new buildings. The facilities are intended to support future building and construction skills, foundational skills, and English training for new migrants.

Future Trades Workshop
The new Future Trades Workshop measures 1,140 square metres. The government estimated it would provide space for 750 trades apprentices annually; this is a stated capacity or benefit, not a reported attendance count. The hub was also projected to benefit more than 5,800 students each year.
Student learning facilities and support
The Student Resource Centre and Learning Hub includes a simulated kitchen with automated cabinet hardware and light-gauge steel framing, giving learners a chance to become familiar with products they may encounter in the industry. The multipurpose building also houses the Balga Jobs and Skills Centre, which the government describes as offering free one-on-one advice to jobseekers and people seeking to upskill or retrain.

The WA Government’s completion announcement says Hassell designed the capital works project and EMCO Building constructed it. It reports that construction supported more than 930 jobs, including on-the-job experience for more than 95 apprentices and trainees; these are reported project impacts, not independently evaluated employment outcomes.

In November 2025, the WA Government announced a separate $300,000 investment to expand Balga’s Capstone testing facility. That later announcement concerns another campus investment, not the original redevelopment budget. The November 2025 announcement describes the Capstone expansion.
The available announcements do not establish post-opening student outcomes, job-placement outcomes, current course availability, or whether the projected annual capacity has been achieved.
