It is one part of site preparation—not another name for grading, excavation, or filling. The project drawings, specifications, contract, and local approvals determine what gets removed, what is protected, and what must happen before the ground is disturbed.
What site clearing means—and what it does not
Clearing removes vegetation and other designated surface obstructions within a defined work area. Fairfax County Land Development Services states that “Removing vegetation, including trees, is considered clearing and is thus land disturbance.” Its definition of land disturbance also encompasses activities such as grading, excavation, and filling, which can change the land or affect erosion and runoff. Those activities are related, but they are not interchangeable.
Construction documents may use the terms clearing, stripping, and grubbing together. In one Bureau of Reclamation project description, the work included removing vegetation and debris, stripping sod and topsoil, and addressing roots in the construction area. That is an example of a particular project scope, not a universal specification or a standard removal depth.
What work may be included
The exact scope depends on the plans, specifications, contract, site conditions, and approvals. Site-preparation documents may call for some or all of the following:

- Marking authorized work limits and identifying trees, vegetation, or site features that must remain.
- Removing only the vegetation, brush, and surface debris designated for removal.
- Stripping sod or topsoil and stockpiling reusable material when the specifications require it.
- Grubbing specified stumps and roots, or removing rocks, rubbish, fencing, and other listed obstructions.
- Moving on to grading, excavation, filling, or foundation preparation as separate or subsequent work.
- Stabilizing exposed ground and maintaining erosion and sediment controls as required by the approved plan.
Do not assume that “clearing” automatically includes grubbing, topsoil handling, hauling, disposal, grading, or restoration. Check the written scope and drawings for each item, including how protected features and sensitive areas will be handled.
How clearing fits into the construction sequence
A typical high-level sequence is below, but the approved plans and site-specific instructions control the actual order and limits of work.

- Confirm the site constraints and authorized limits. Identify the relevant jurisdiction, zoning and critical-area constraints, project boundaries, plans, and required approvals.
- Put required controls in place before disturbance. Install the erosion and sediment controls required by the approved plan and applicable local rules.
- Clear designated vegetation and obstructions. Work only within the authorized area and preserve marked or protected features.
- Handle soil and roots as specified. Strip or stockpile topsoil, grub roots, and remove unsuitable material only where the documents call for it.
- Proceed with designed earthwork. Grading, excavation, and filling follow their own plans and requirements.
- Stabilize disturbed areas and maintain controls. Keep required protections in place as construction continues.
Why permits and approvals vary by location
There is no single nationwide site-clearing threshold in the cited local guidance. Requirements depend on the authority having jurisdiction, the work proposed, and site conditions. The figures below illustrate distinct local systems; they are not interchangeable rules or general industry standards.

Before work begins, identify the authority that regulates the parcel, check zoning and critical-area status, and confirm which plans, erosion-control information, permits, and inspections apply. Portland describes application plans and an erosion-control form, engineering and planning review, and erosion-control inspections. King County also describes application and inspection procedures. Consult the applicable agency for current requirements rather than relying on a threshold from another jurisdiction.

Erosion, sediment, and stormwater controls
Vegetation helps stabilize soil. Removing it exposes ground to erosion and can affect runoff, so clearing and follow-on work need to account for sediment and stormwater. Local requirements may also protect water quality, aquatic and wildlife habitat, and critical areas.
North Carolina DEQ’s Erosion and Sediment Control Planning and Design Manual page lists an edition incorporating January 2026 revisions. Its practices include site preparation and stabilization, runoff controls, conveyance, outlet and inlet protection, sediment traps and barriers, stream protection, and dust control. Examples named in the manual include sediment fence (silt fence), temporary seeding, and mulching. It is a technical reference for North Carolina and an illustration of control types—not a universal design prescription. Use the approved plan and applicable local requirements to determine what is suitable for a particular site.

Worker and equipment safety
In the United States, OSHA construction standard 29 CFR 1926.604 addresses specific site-clearing hazards. It requires protection from irritant and toxic plants and instruction in available first aid for workers engaged in site clearing. It also sets rollover-guard requirements for equipment used in clearing and canopy-guard requirements for rider-operated equipment. These provisions are not a complete jobsite safety plan; employers must follow the applicable standard and other requirements for the work.

A bid heading alone does not establish a standard scope. Use the plans and written inclusions and exclusions to determine what each price covers.
