How to choose a rate and avoid problems
Use soil-test results to guide fertilizer choices, then follow the package directions. Utah State University Extension warns that liquid fertilizer can burn leaves when directions are not followed. What fish emulsion can—and cannot—be assumed to do
Do not assume that fish emulsion improves germination, yield, flavor, or disease resistance unless evidence supports that outcome for the product and use in question. NC State Extension reports that initial studies did not support soaking seeds in fish or sea products to increase germination. The page identifies the underlying work as a 2004 thesis project and says the publication has not been updated, so that finding should be understood narrowly rather than as a verdict on every product or use.
