Banglar Bari Housing Scheme in West Bengal: Why It Was Launched, What It Pays, and the 2026 Paschim Banga Awas Renaming

West Bengal launched Banglar Bari (Gramin) in December 2024 as a state-funded rural housing scheme after central PMAY-G assistance stopped. It promised ₹1.2 lakh per household in two installments. A August 2026 report says it has been renamed Paschim Banga Awas. Here is what is documented and what is not.

West Bengal began Banglar Bari (Gramin) in December 2024 as a state-funded rural housing scheme after central assistance under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G) stopped flowing to the state. The announced terms were ₹1.2 lakh per eligible rural household, paid in two installments of ₹60,000. A Times of India report dated 6 August 2026 says the scheme has since been renamed Paschim Banga Awas and that a second installment is being paid to 10,20,379 beneficiaries. The renaming and payment figures are reported claims from that newspaper and from the chief minister it quotes. A formal government order establishing the new name, and the complete current rules for the scheme, have not been confirmed in the material available for this explainer.

Why West Bengal started a state-funded housing scheme

Banglar Bari (Gramin) was introduced on 17 December 2024. The state’s 2025–26 budget speech describes it as having been started “on its own” after the central government discontinued support for rural housing in West Bengal. In other words, the state took on the funding that PMAY-G had previously provided, rather than relying on a central allocation.

The reasons for the central halt are contested. Published accounts attribute the suspension to allegations of financial irregularities and nepotism, and to beneficiary selection that the central side regarded as unsound. The state’s position, as reported by Hindustan Times at the launch, was that it had answered the central government’s queries. These are allegations and positions, not findings. No report available for this explainer establishes which account is correct.

The dates are also reported inconsistently. The December 2024 Hindustan Times report describes PMAY funds as already having stopped at the time of launch. A later Times of India report says central PMAY-G funds were halted in 2022. Readers should treat the 2022 date as one newspaper’s account, not as an officially confirmed timeline.

What the scheme promised

At launch, the state announced ₹1.2 lakh of assistance for each eligible rural household, to be released in two installments of ₹60,000. The chief minister at the time, Mamata Banerjee, is quoted by Hindustan Times as saying:

“We have identified around 2.8 million beneficiaries. For now, we have released funds to 1.2 million households.”

The 2025–26 budget speech set the first-phase target at 12 lakh eligible families and put the first installment at ₹7,200 crore in aggregate, which is 12 lakh households multiplied by ₹60,000. The gap between the 28 lakh households identified at launch and the 12 lakh targeted in the first phase is not explained in the material available. These are announced terms and targets. They do not show that any particular household is eligible or has been paid.

The reported totals do not reconcile with one another on the face of the published material. The 10,20,379 second-installment recipients at ₹60,000 each come to about ₹6,122 crore by multiplication, which is above the “more than ₹6,000 crore” total the newspaper reports. That suggests the total may refer to a different base, but no official breakdown has been published that settles it. Similarly, the 32 lakh households in the 2026–27 budget speech are far larger than the 12 lakh first-phase target, and the speech does not say whether the figure covers Banglar Bari alone or the state’s wider housing programmes.

The 2026 renaming to Paschim Banga Awas

The Times of India report of 6 August 2026 says the state renamed the scheme Paschim Banga Awas. The chief minister quoted in that report, Suvendu Adhikari, said:

“As many as 10,20,379 beneficiaries are set to receive Rs 60,000 each as the second instalment, taking the total disbursement to more than Rs 6,000 crore.”

Readers will see both names in use. Reporting before August 2026 refers to Banglar Bari (Gramin), and the 2026 report uses Paschim Banga Awas. The available material does not include a government order, notification or rulebook that formally establishes the new name, so the renaming should be read as the state’s announced position as reported by that newspaper.

Beneficiary list review and removals

The same August 2026 report says 57,000 beneficiaries were removed after their names were deleted from electoral rolls, and that a further 12,500 people were found ineligible and removed from the scheme list. These figures come from a state minister’s statement as reported by the newspaper. They are not independently verified, and the material available does not show whether each removal was correct.

The reported review process itself has a stated rationale. Later reporting says officials were instructed to check beneficiaries against the final electoral roll before funds were released. The reporting attributes this instruction to the officials it quotes, and it does not describe the full procedure, appeal stages or timelines.

Who is eligible, and what is not yet established

Published material does not contain a current eligibility checklist for Paschim Banga Awas or for the second installment. Several things a reader might expect to find are not established:

  • The complete eligibility criteria for the renamed scheme, including whether the original Banglar Bari criteria still apply.
  • Whether all households already on the list qualify for the second installment. The announcement refers to 10,20,379 beneficiaries, not to every household identified.
  • The application route for households not already on a list, and whether a statewide application channel exists.
  • The grievance or appeal route for households removed from a list.

Readers should not assume that inclusion in the 2.8 million identified at launch, or in a local list, means a household qualifies for the second installment. The 2026 report does not supply that linkage.

The Government of India’s PMAY-U 2.0 FAQ is sometimes relevant to readers comparing schemes, but it covers the urban programme. Its eligibility rules, application channels and the condition that the applicant has no pucca house do not apply to Banglar Bari or Paschim Banga Awas.

How to check local status today

Local provisional beneficiary lists are published at district level. The Paschim Bardhaman district administration portal, for example, publishes provisional eligible, inactive and ineligible lists for several blocks. That is useful for checking the status of a specific block in that district, but it describes local lists only. It does not establish statewide eligibility or an application process elsewhere in West Bengal.

For a current answer, contact your block development office or the district rural-development office. Ask specifically whether your household appears on the list for the second installment, whether the list is provisional, and what the review and objection timeline is. Keep any written reply for your records.

What remains open

Three questions remain open in published material: whether a formal rural-development notification has set revised eligibility rules, application steps or a grievance route for Paschim Banga Awas; how the 2026 disbursement total is calculated; and how the 32 lakh and one crore figures in the 2026–27 budget speech relate to the 12 lakh first-phase target. Until an official order is published, the figures above are best read as the state’s announced and reported positions.
