The Western Australian Planning Commission (WAPC) approved a four-year extension on 15 May 2025, moving the deadline for substantial commencement of the approved Westfield Booragoon expansion to 9 February 2029. The amendment extends the planning approval’s commencement period; it does not confirm that construction has begun.
What the WAPC approved
The decision concerns the approved expansion and partial redevelopment of Westfield Booragoon at 125 Riseley Street, Booragoon. The current Western Australian Government project listing describes the project as valued at $792 million and records the amendment as determined.
The amendment changes the time allowed to achieve substantial commencement. The project listing says no other changes to the approved development were proposed. The State Government announced the original Part 17 approval in February 2023; the four-year extension is not a new approval for a different development.
Why the extension was supported
In its assessment, the WAPC cited continuing disruption in the construction industry and market volatility as factors contributing to delay. It said the applicant had demonstrated a commitment to proceed and provided an updated works program indicating that substantial commencement could be achieved within the requested period.

The report also noted that the City of Melville did not object and consented as landowner of Lot 52 (No. 10 Almondbury Road). The WAPC said the extension would help facilitate completion of a complex, interdependent land exchange connected with the City’s local cultural centre project.
The assessment acknowledged that most public submissions were critical of the continuing delays. It nevertheless concluded that a four-year extension was reasonable given the project’s scale and complexity. That is the Commission’s assessment, not an independent measure of community opinion.

What “substantial commencement” means
The official project FAQ defines substantial commencement as carrying out “some substantial part of work on the development.” It explains that achieving this validates the planning approval.
Accordingly, 9 February 2029 is the revised deadline for meeting that planning condition. It is not a scheduled construction start date. The FAQ says the approval lapses if the development has not substantially commenced before the revised period expires.

Does the extension mean construction is underway?
No. The WAPC’s 15 May 2025 decision establishes a later commencement deadline, not that physical work had started by that date. The cited official project listing and FAQ do not verify construction progress through 8 October 2026. A current, dated progress update would be needed to establish whether work has since begun.
