The Western Australian Planning Commission (WAPC) approved Scentre Group’s request to extend the deadline to substantially commence the Westfield Booragoon redevelopment. Its 15 May 2025 decision sets a new deadline of 9 February 2029. The Department of Planning, Lands and Heritage had recommended approval, but the Commission made the final decision. If the redevelopment is not substantially commenced by the amended deadline, the planning approval lapses.
What the 2025 decision means
The WAPC approved a 48-month extension under section 279(6A) of the Planning and Development Act 2005. The original 9 February 2023 approval required substantial commencement by February 2025; the amended condition now requires it by 9 February 2029. The Commission’s minutes state that all other conditions of the 2023 approval remain applicable. Recommendation first, decision later
On 8 May 2025, PerthNow reported that the Department of Planning, Lands and Heritage recommended granting the extension and that the Commission was expected to consider it the following week. Why Scentre Group requested an extension
In its Form 17C submission, dated 15 October 2024 and included in the WAPC agenda, Scentre Group said builders and key trades continued to face labour shortages and supply-chain problems, creating cost and delivery uncertainty. The applicant also cited project reviews to refine the development’s composition and staging in response to market conditions, as well as engagement with tenants and end users. The application described the requested period as 48 months and said the proponent could not achieve substantial commencement within the existing timeframe because of the circumstances it outlined. The WAPC’s approved amendment sets the operative deadline: 9 February 2029.
What the approved redevelopment proposal includes
The application describes a two-stage redevelopment involving partial demolition of the centre’s eastern portion and changes to retail, dining, entertainment and parking. Proposed elements include an upgraded cinema, entertainment uses, food and beverage tenancies, a tavern, a relocated and expanded Woolworths and David Jones, and new rooftop and undercroft parking. Why published floor-area figures differ
The figures in the application and news coverage use different descriptions and are not reconciled in the available sources. Scentre Group’s application describes net lettable area increasing from 67,379 square metres to approximately 110,000 square metres. PerthNow reported an additional 72,500 square metres of shopping space and a total centre area of 114,620 square metres. Do not treat these as interchangeable measurements. How it fits the local planning context
The City of Melville’s structure plan guides the area’s transition from a suburban shopping centre towards a mixed-use city centre. The City describes Westfield Booragoon as a potential shoppertainment destination that could connect with a future library and cultural centre, and records the WAPC’s conditional approval of the expansion on 9 February 2023. What happens next
The relevant planning test is whether the redevelopment is substantially commenced by 9 February 2029. If it is not, the approval lapses; the extension does not guarantee that construction will proceed or that later amendments will be granted. The 2025 application said Scentre Group anticipated pursuing future amendment applications, but it proposed no other variation in that request. The sources cited here do not establish whether substantial commencement has occurred since the WAPC decision or whether a later amendment has changed the approval.
