Western Australian Premier Roger Cook and Education Minister Dr Tony Buti officially opened the redeveloped Hillarys Primary School on 21 October 2024. The Government of Western Australia put the completed project cost at $22.8 million. Delivered in three stages, the redevelopment replaced facilities dating to the school’s 1973 opening.
What the Hillarys Primary School redevelopment delivered
The October 2024 opening announcement lists new teaching, administration and site facilities designed to support students and staff:
- 16 general learning classrooms
- Two kindergarten classrooms
- An inclusive education classroom
- A new administration building, library and staffroom
- Hardcourts, parking and landscaping
- Terraces intended to provide outdoor teaching and learning spaces
The project was designed by EIW Architects and built by Crothers Construction, according to the Government of Western Australia’s opening announcement. A contemporaneous parliamentary account also described the new learning and support facilities and confirmed the three-stage delivery.
How construction was staged while the school operated
The redevelopment proceeded in three stages. In a 2 July 2025 Estimates Committee hearing, Education Minister Sabine Winton said the staging allowed classes to continue during construction. The same parliamentary account said the school had developed maintenance, repair and accessibility concerns, particularly involving the roof, providing context for replacing facilities that had been in use since 1973.

Why project announcements give different cost figures
The figures changed across government announcements as the project moved from an initial rebuild proposal to construction and then completion. They should be read with their dates and contexts rather than treated as three competing final costs.

The 2020 announcement also forecast permanent capacity for 565 students and 60 local jobs. Those were forecasts at the time, not evidence of current enrolment or final employment outcomes. See the 2020 announcement for that original context.
Premier Roger Cook said the government was committed to quality public school infrastructure, while Education Minister Dr Tony Buti said the project had been discussed for many years and welcomed its delivery. Those are government statements about the project, rather than independent assessments of its educational results.
