It is an advocacy request—not evidence of an approved funding commitment or completed upgrade.
What happened in the three reported incidents?
In a release published on 21 July 2025, the City of Vincent said three major burst-pipe incidents had occurred in Spearwood, Beaconsfield and Caversham. The City reported that wastewater encroached on parks and residential properties and reached the Swan River. These are the City’s descriptions; the cited material does not provide incident investigations establishing the causes, full impacts or final remediation for each event. What investment and coordination is Vincent asking for?
Mayor Alison Xamon called for State investment in maintenance, renewal and capacity upgrades to ageing infrastructure, with particular attention to inner-city areas. She also called for a delivery-planning forum with inner-city local governments to coordinate infrastructure planning. The City release says the State Government is responsible for upgrades to sewerage, water and main-drainage assets; it does not establish the legal ownership or responsibility for every individual asset, nor does it report that the State accepted the request.
“In light of the recent burst sewerage pipe incidents, it is important that State-owned infrastructure is maintained, renewed and capacity upgraded, particularly in inner-city areas like Vincent to prevent this from happening again,” said Ms Xamon.

The Mayor also said, “We need to ensure essential infrastructure is able to accommodate increased density.” Both statements are attributed to Xamon in the City’s release, rather than presented as independent engineering findings. City of Vincent, 21 July 2025.
Why does the City say capacity and asset age matter?
The City’s July 2025 release says Vincent has an infill target of 11,500 dwellings by 2050 and anticipates an additional 25,000 people. It argues that existing pipes and drains will not support that projected growth without investment. Those projections and the capacity assessment are the City’s claims; the release does not supply a technical capacity study or independent verification.

The same release describes 8,000 drains and 122 kilometres of underground pipes, and says some pipes are more than 120 years old. A separate City drainage works page, accessed in 2026, describes the local network as 8,500 drainage pits and 122 kilometres of drainage pipes. The two sources use different terms and counts, so they should not be treated as an identical inventory or combined into a single verified figure. How are sewerage upgrades different from Vincent’s local drainage work?
“Drainage” can mean different systems. The City’s call concerns State-owned sewerage, water and main-drainage infrastructure. Vincent’s own projects described in City sources concern its local stormwater network and flood management. Local stormwater maintenance may help manage rainfall and local flooding, but it does not demonstrate that State sewerage pipes have been renewed or upgraded.

What is Vincent doing to maintain its stormwater network?
The City says it has relined stormwater pipes, installed infiltration and storage systems, and pursued water-sensitive urban design. It also reports using a specialised drainage truck to inspect, clean and maintain local drains. In a May 2025 update, Vincent said the truck uses high-pressure water jets, a vacuum and an inspection camera. The City reported clearing up to 40 drains a week and removing more than 50 tonnes of debris in recent months; these are the City’s reported operational results, not independently audited figures. Vincent’s 2023 flood strategy announcement referred to about 200 historically identified local flooding hotspot areas and described plans for hydraulic modelling and works prioritised by risk. That is stormwater and flood-planning context; it does not explain the causes of the later metropolitan sewerage incidents. City of Vincent, 2023.

A 2024 City notice about its stormwater connections policy says the policy is intended to manage stormwater generated by properties and account for the capacity of City-owned drainage infrastructure. The notice also says it does not address the needs of the entire stormwater drainage system. It is therefore not a comprehensive response to the State sewerage-upgrade request. City of Vincent, 2024.

The cited City material does not establish the technical cause of any of the three incidents, independently verify their full environmental or health impacts, or document final remediation. It also does not show whether the State Government has since funded or delivered the requested upgrades. The release records Vincent’s concerns and advocacy as of 21 July 2025, not the outcome of an incident investigation or a State delivery plan.

As general engineering context, UK Defra guidance explains that poor sewer condition can allow groundwater infiltration, which can use hydraulic and treatment capacity and may increase overflow or sewer-flood risk. Defra recommends strategic, risk-based planning for drainage and wastewater interventions. That guidance describes a possible mechanism in sewer systems generally; it is not evidence that infiltration caused any of the Western Australian incidents.
