The Edward Millen House redevelopment has moved beyond the construction-start milestone reported in 2024. The Town of Victoria Park says Blackoak launched the redeveloped house in January 2026 as Baillie Hill, and the adjacent park upgrade was completed on 12 March 2026. The Town held a free community celebration on 14 March. The project is now known as the Elizabeth Baillie Redevelopment Project, within the Elizabeth Baillie Precinct.
What was the 2024 milestone?
PerthNow’s 8 November 2024 report described a sod-turning ceremony held on 30 October as the start of construction on the adaptive reuse of the former Edward Millen House site. Its “soon-to-be” entertainment-precinct framing and expectation that construction would finish around the end of 2025 were forecasts and descriptions from that time, not current status. PerthNow’s 2024 report records the milestone and the plans announced then.
What is on the site now?
The Town’s current project updates use the names Elizabeth Baillie Redevelopment Project, Elizabeth Baillie House and Elizabeth Baillie Park. The redeveloped house was launched by Blackoak in January 2026 under the name Baillie Hill. The park upgrade was completed on 12 March 2026, followed by a free community celebration on 14 March. The Town’s project updates describe these milestones.
Those updates confirm the project launch and park completion, but do not provide a definitive current directory of tenants, opening hours, menus or event-booking availability. The uses announced during planning should therefore not be treated as proof that every business or amenity is operating. Check directly with the operator before planning a visit.

What uses were planned for the redevelopment?
The 2024 report and Town project information described a mix of hospitality, cultural and community uses. They included:
- Rotunda building: a café, bakery and retail tenancy.
- Mildred Creak building: a bar, bistro, microbrewery, community space and function venue.
- Other proposed uses: a gelateria, museum, gallery and art studios, childcare centre, petting zoo, community markets and produce gardens.
- Outdoor and park amenities: an upgraded public park, including the Mildred Creak Playground and an accessible Changing Places toilet block.
These are announced or planned uses, not a verified list of businesses currently trading. The Town’s project pages establish the launch and completion milestones, but not the operating status of each proposed use.

Why is the site heritage-listed?
The Western Australian State Heritage Office lists the former Edward Millen Home at 15 Hill View Terrace, East Victoria Park, on the State Register, with registration dating to 29 June 1999. Its record describes a hospital complex that includes the former Rotunda Hospital and associated buildings. The State Heritage Office record provides the registered place details.
The Town says Elizabeth Baillie purchased the site in 1911 and the Rotunda Maternity Hospital was established there in 1912. PerthNow’s account also notes later uses: care for Spanish influenza patients in 1919, a sanatorium for ex-service personnel in 1942, and the Hill View health facility name from 1982. The redevelopment reuses a site with a long public-health history rather than treating it as a blank development parcel.
