The Edison is a planned downtown Milwaukee apartment tower, not a completed building, and it is not the USA’s tallest timber tower. It was designed to surpass Milwaukee’s completed Ascent. Construction paused in September 2025 after the developer, Neutral, cited tariffs, broader inflation, and higher material costs. In October 2025, a city official reported an estimated $25 million gap between the expected budget and projected cost. In 2026, the contractor, C.D. Smith, filed suit seeking more than $11.3 million and foreclosure. The project’s status after that reporting has not been independently confirmed.
How “tallest” applies to The Edison
The word “tallest” describes the Edison’s ambition, not a finished building. The Wisconsin Department of Natural Resources, in its 2025 report using data through December 2024, calls Ascent the tallest timber tower. Ascent is a 25-story, 284-foot building completed in 2022, according to its structural engineer, Thornton Tomasetti. The Edison was planned to exceed it.
Rankings in this category depend on definitions. Ascent is a hybrid: it has a six-level concrete podium and concrete cores over 19 mass-timber levels. If “timber” means any building with a timber structure above a concrete base, the Edison’s mass-timber and concrete hybrid design would qualify in the same way. The title’s claim therefore rests on a planned height and a stated design goal, not on a measured result.

Published descriptions of the planned tower also differ. ENR’s September 2025 account describes 32 stories and 378 units. The Daily Reporter’s October 2025 account describes 31 stories and the same 378 units. Use “roughly 31 to 32 stories” unless you can cite one source for the exact count.

Why the budget moved
What the developer said
Neutral attributed the pause to tariffs, broader inflation, and increased material costs that had materially raised hard costs. CEO Nate Helbach, quoted by ENR in September 2025, said: “Pausing to value-engineer is a difficult but prudent step to safeguard the [project] long-term.” The bracket is in the original quotation and marks a word the reporting left for the reader to fill in.
What the city said
At the October 2025 committee meeting, Crump said the developer would consider project changes and seek an additional cash infusion. According to The Daily Reporter, the project was financed with private equity, loans, and individual investors, and had not sought city financial assistance at that time. Crump’s warning was direct: “If those cost overruns to continue at the same pace, it would be challenging to complete the project.”

What is not established
- The reporting does not isolate how much of the increase came from timber, concrete, steel, or other inputs. ENR noted in 2025 that a city official did not know which material was driving the increase.
- Timber alone should not be described as the cause of the cost escalation. The developer named tariffs and inflation alongside material costs.
- The $25 million gap is a figure stated at a meeting. It has not been verified against the developer’s accounts or a lender’s records.
The contractor lawsuit
ENR reported in 2026 that C.D. Smith sued over unpaid work and an estimated financing shortfall, seeking more than $11.3 million and foreclosure or sale of the unfinished property. ENR also reported that Alderman Bob Bauman expressed “surprise, disappointment and concern that it will never get finished” in 2025 reporting.
The allegations and amounts above come from the reporting. No court docket, ruling, settlement, or foreclosure sale was verified for this article. Treat the $11.3 million as the amount the contractor seeks, not an award or a confirmed liability, and do not assume the case has concluded.

What Ascent shows and what it does not
What Ascent demonstrates
Ascent was completed in 2022. It combines glulam beams and columns with cross-laminated timber floors above a concrete podium, and uses concrete cores for lateral stability. Thornton Tomasetti says the project used an alternate-materials variance under Wisconsin’s commercial code framework and required extensive fire testing and analysis to demonstrate the specified fire ratings. The engineer’s page reports two-hour ratings for beams and connections, three-hour ratings for columns, and sprinklering with stair and corridor pressurization.
Ascent therefore shows that a tall mass-timber hybrid can be designed and built in Milwaukee under project-specific engineering and approval conditions. That is a meaningful precedent for the Edison’s structural concept.

Where the comparison stops
Ascent does not show that the Edison’s design, cost, code path, market, or capital stack would perform the same way. JLL announced in February 2024 a $98 million, three-year floating-rate refinancing for the completed Ascent, arranged for a New Land Enterprises affiliate and provided by Barings Real Estate. A refinancing of a finished, leased-up building is a different financial event from funding an unfinished tower whose budget has moved.

The summary reviewed does not restate whether the 2,338 figure is national or state-level, so treat it as an industry indicator rather than a measure of Milwaukee’s pipeline. Industry growth does not remove project-level risks in cost, financing, procurement, approvals, and construction execution, which is where the Edison’s difficulties sit.
Signals that would change the picture
- A court docket entry, ruling, or settlement in the C.D. Smith case.
- A notice of foreclosure sale or a lender action on the property.
- A public update from the developer or city on a revised budget, a restart date, or a changed design.
- A city financial request or incentive application, which the October 2025 reporting said had not been made at that time.
Until one of these appears in a primary record or a dated report, the Edison should be described as a paused, contested project rather than a finished or confirmed one.
