The duty falls on designated housing suppliers, who must meet an installation standard across the qualifying new homes they supply in a year. Existing buildings are outside the new-building obligation. Tokyo’s rule applies within the Tokyo Metropolitan area only.
The sections below explain who is covered, how the supplier-level number is calculated, what a buyer should ask a builder, and which savings figures are modeled examples rather than quotes.
What the rule requires
Tokyo’s official materials describe the measure as part of the Building Environmental Report System, alongside rules on insulation and energy efficiency. The key features are:
- Start date: April 1, 2025, according to the Tokyo Metropolitan Government’s public relations explainer, last updated February 28, 2025.
- Who must comply: housing suppliers, not individual buyers. Buyers are not personally required to install panels under this scheme.
- What is covered: qualifying new buildings under 2,000 m². Existing buildings are excluded from this new-building obligation.
- What kind of obligation: a portfolio target across a supplier’s eligible annual homes, not a panel-on-every-roof mandate.
- Storage: a battery is optional. Tokyo says solar can supply electricity during the day and a paired battery can supply electricity at night, but the installation standard does not make storage a required part of the system.
Tokyo’s public explainer poses the question 「全ての建物に太陽光パネルを設置しないといけないの?」 (“Do solar panels have to be installed on all buildings?”). The answer depends on the portfolio mechanism described below, which is why the shorthand “every new home needs panels” is misleading.

Who is regulated
The obligation attaches to businesses that supply housing in volume. Two routes are described in the Tokyo ordinance-revision overview:
- Businesses with at least 20,000 m² of annual housing floor-area supply in Tokyo.
- Certain businesses approved by the Tokyo governor, which can participate even below that threshold.
A homebuyer does not need to meet any threshold. The practical question is whether the builder or developer selling the home falls under the scheme, and how it applies the standard to that specific site.

How the supplier calculation works
The standard is calculated across eligible supplied homes rather than per house. The overview sets out the parameters in the table below. The figures come from the Tokyo Metropolitan Government’s ordinance-revision overview, which does not show a publication date in the accessible version, so confirm current values on the official pages before relying on them.

The formula is:
- Count the eligible homes the supplier provides in the year.
- Multiply by the calculation rate for the relevant area (30%, 70%, or 85%).
- Multiply by the standard generation amount of 2 kW per building.
As an illustration of the arithmetic only (not an official figure): a supplier with 100 eligible homes in an 85% area would count 100 × 0.85 × 2 kW, or 170 kW of standard generation across its portfolio. That total can be met through different installations on different sites. It is not a requirement that each house carry a 2 kW system.

Exclusions and alternative compliance
The overview describes two flexibilities that matter for builders working on constrained sites:
- Small roofs: buildings with a roof area under 20 m² may be excluded from the calculation. This accommodates sites where a meaningful array will not fit.
- Existing homes: installing panels at existing Tokyo homes can count as an alternative measure, but only up to an upper limit of 20% of the obligation.
Because these provisions are described as allowances within the supplier calculation, a builder may explain a particular site differently from a neighboring one. Buyers should ask for the reason rather than assume the standard was met on their home.

Questions to ask a builder or developer
The official materials do not compare providers or list recommended products, so the most useful step for a buyer is to ask the builder how the home fits its compliance approach. Ask:
- Is the home part of a supplier portfolio covered by the Tokyo scheme, and how does the builder explain the system for this specific site?
- What roof shape, orientation, and shading were assessed, and what is the estimated system capacity?
- Is the system purchased, leased, or part of a power-sale arrangement? Who owns the equipment, and who pays for maintenance and replacement?
- What self-consumption and export assumptions were used to estimate savings?
- Is a battery included, and if so, what is its usable capacity and what loads does it cover during an outage?
- Is any subsidy included in the price, and is the buyer eligible for it?
- What happens if the roof turns out to be unsuitable after design or permitting?
Tokyo’s portal describes leasing, electricity-sale, and roof-leasing approaches as possible ways to avoid a large upfront cost, and points readers toward consultation and assistance. Eligibility and amounts change, so check them with the program administrator before committing.

The modeled savings example and its limits
The Tokyo Metropolitan Government’s 2025 explainer includes one worked scenario for a new detached home with a 4 kW solar installation. It is a modeled example, not a quote, and it carries specific assumptions.

Treat these numbers as a way to understand the structure of the economics, not as a forecast for any house. Electricity prices, roof orientation, household consumption, and the terms of any lease or sale agreement will change the result.
Related building requirements
The solar standard sits within a wider building package. Tokyo’s ordinance overview also covers:
- Thermal insulation and energy efficiency requirements that apply alongside the solar standard.
- EV charging for buildings with parking: a conduit or similar wiring provision for each building with parking, and normal charging equipment where the parking area has space for ten or more vehicles.

In short, the rule places a portfolio-level solar obligation on larger housing suppliers for new buildings in Tokyo, not a universal panel requirement on every home. The practical questions for a buyer are how the builder meets that obligation for the specific site, and whether the proposed system, battery, and financing terms make sense for that household.
