The City said it supported assisted cleanups in two cases, while warning that removing waste alone would not address the causes of hoarding or ensure that problems did not return.
What happened to the proposed $100,000?
In November 2025, Stirling Council considered including up to $100,000 for severe residential hoarding and squalor in its 2025/26 mid-year budget review. The City’s June 2026 committee minutes subsequently recorded that Council approved $100,000 in funding to help mitigate and manage those cases. The original headline’s “to consider” described the proposal at the time; approval came later.
The June 2026 report described a mid-year allocation request of $50,000, reduced by $12,620 to account for money already spent earlier in the financial year. The minutes establish approval of the $100,000 funding, but do not establish a further separate amount in the adopted 2026/27 annual budget.
What did the funding support?
According to the City’s June 2026 committee agenda, supported interventions in two recent cases used multiple 10m3 skip bins to remove more than 260m3 of accumulated waste. The City said this helped address immediate public-health and amenity concerns. That is the City’s account of the work, not an independent evaluation of its outcomes.

The City also cautioned that cleanup did not address the underlying causes of hoarding and might not prevent a recurrence without further coordination and support. The waste removal should therefore be understood as a practical response to immediate conditions, not as treatment for hoarding disorder or a complete long-term solution.
How does Stirling handle reports of hoarding and squalor?
In its November 2025 report to Council, the City said its Environmental Health team generally learns about cases through residents or agencies. It investigates referrals and assesses the conditions, then works with property owners and occupants toward voluntary cleanup. The City described possible assistance as extra bulk-waste collection and connections to contractors, agencies and mental-health services.

The City said it typically gives residents time to address accumulated items before issuing formal notices or directions. Where authorised, formal action can include notices, court action or cleanup in default. The report says cleanup costs may be pursued through court action and memorials on property titles. These are descriptions of the City’s stated process and powers, not legal advice about any individual property.
City officers described the approach as prioritising a productive long-term relationship while balancing compassion and patience with firm expectations and impacts on the wider community. They cautioned that enforced cleanups “normally” cause lasting damage to working relationships and carry significant time and cost implications. The report also recognises the City’s duty to protect residents’ health where reasonably practicable. These considerations do not mean that every cleanup is harmful or that leaving hazardous conditions unaddressed is appropriate.

How many cases does the City report?
The City’s November 2025 report said Environmental Health was managing approximately 30 known hoarding properties. Separately, the team received about 120 annual service requests about properties considered unsightly or unkempt with significant waste stockpiles; that figure excluded illegal dumping on private property. The requests cover a wider property-amenity category and should not be treated as 120 hoarding cases.
In June 2026, the City said approximately 30 residential hoarding cases remained in its caseload and that some severe cases had recurred for more than 10 years. For broader context, a University of New South Wales news article published in 2023 summarized estimates of hoarding disorder affecting 2.5% of working-age people and 7% of older adults, or about 715,000 Australians. Those national estimates are not a measure of Stirling’s caseload, and the article is a university news summary rather than the original prevalence study.

Is the funding the same as a household waste collection?
No. The supported work described by the City involved multiple 10m3 skips in two cases. Separately, the City’s 2026/27 guidance lists a 3m3 skip bin among general on-demand waste collection services and says additional bins cost $115 after the free annual service has been used. That routine household service is distinct from the larger, City-supported interventions for severe hoarding and squalor.
