There is no reliable universal depth for buried utility lines. Depth depends on the line and its location, and a line may sit at a different depth than when it was installed. Before digging in the United States, contact 811 and follow your local instructions; a locate mark generally identifies an approximate position, not a guaranteed depth.

Why you cannot rely on a standard burial depth

Utility depth varies with the type of facility and the conditions at a particular site. A depth reported for another property—or an original installation drawing—cannot establish how deep a line is where you plan to excavate. Tennessee 811 notes that even an as-built drawing may record original cover rather than the line’s present depth: Tennessee 811 homeowner guidance.

Ground conditions and later work can change a line’s cover or position. Colorado 811 and Texas 811 identify erosion, leveling, uneven surfaces, digging, roots, and other interference as possible causes. A line that was installed at a particular depth may therefore be shallower or deeper now: Colorado 811 homeowner guidance and Texas 811 homeowner guidance.

What an 811 locate tells you—and what it does not

In the United States, calling 811 starts the one-call process: the center collects information about the proposed excavation and notifies facility operators that may have underground lines in the area. The operators or their locators then respond under the applicable local process. The U.S. Pipeline and Hazardous Materials Safety Administration explains the role of 811: PHMSA: 811—Call Before You Dig.

Marks indicate an approximate horizontal location; they are not a promise about depth. Colorado 811 says depth information may be provided only when the locator knows it. Tennessee 811 says operators are not required to provide depth information, while Delmarva 811 explains that later changes to the ground make depth unreliable as a locate marking: Delmarva 811 homeowner guidance.

Public marks may not cover every line on your property

One-call marking may cover participating operators’ facilities but not private lines owned by a property owner or located beyond an operator’s service boundary. The boundary depends on ownership, operator participation, and local practice. Tennessee 811 gives water or sewer service between a main and a home as an example of a private facility that may not be located through the standard process. Colorado 811 lists possible private facilities such as water and sewer laterals, irrigation, power to a detached garage, propane connections, and septic connections: Colorado 811 professional excavator guidance.

When you request a ticket, ask which operators are expected to respond and whether customer-side service lines are included. If a line is not covered by public marking, arrange a private locate by an appropriately qualified professional before excavation. Do not treat an area without marks as proof that no buried line is present.

How to prepare before excavation

  1. Contact your local 811 center before digging. Do this even for a small home project, and provide the proposed dig location and other information the center requests. Follow the local rules for ticket timing and wait for the required responses.
  2. Check the responses and understand the marks. Confirm which operators have responded and what the marks indicate before work begins. If a likely service line is unmarked, ask whether it is private or outside the one-call process.
  3. Find your local tolerance-zone and digging rules. Requirements vary by state and locality. For example, Colorado 811 describes an 18-inch tolerance zone and hand digging within that zone; this is Colorado-specific guidance, not a nationwide rule. Tennessee 811 describes a different zone formulation. Use the instructions that apply to your site: Colorado 811 homeowner guidance and Tennessee 811 homeowner guidance.
  4. Get site-specific depth information if the design depends on it. Ask the utility owner or a qualified private locating professional. Do not infer depth from mark color, a neighbor’s installation, surface conditions, or a consumer locator.

What utility marking colors mean

Marking colors identify the type of facility or proposed work, not how deep a line is. Tennessee 811 lists these associations; check your local instructions if you are unsure how to interpret marks: Tennessee 811 color guidance.
