State, Developers Eye Mumbai’s Salt Pans for Housing—But Is the Plan Viable?

The Bombay High Court dismissed challenges to Mumbai’s salt-pan housing proposal, but its rulings do not establish environmental clearance or construction readiness. Here is what is known—and what still needs to be proved.

The proposal has cleared an important legal challenge, but that does not establish that the sites are environmentally approved, equipped for housing or ready for construction. Its viability remains unproven without parcel-level clearances, infrastructure plans and a credible delivery schedule.

What is proposed, and who would it house?

Maharashtra’s proposal is to use salt-pan land in Mumbai’s eastern suburbs for housing that includes rehabilitation tenements for people displaced by redevelopment. A stated purpose is to house Dharavi residents who are ineligible for rehabilitation within Dharavi itself. The state’s earlier request also covered affordable housing, housing under the Pradhan Mantri Awas Yojana (PMAY), and tenements for project-affected people.

The project-side account described a transfer from the Centre to Maharashtra, followed by transfer to the Dharavi redevelopment project or the Slum Rehabilitation Authority (SRA) for resettlement, with title remaining with the state. The available accounts do not specify how many homes would be built, how many households would qualify, or when they would be delivered.

Why do reports give different acreage and locations?

The figures below come from different records and parcel descriptions. They should not be treated as interchangeable measurements of an identical, finalized project boundary.

These differences may reflect the records’ scopes or descriptions; the cited material does not reconcile them into one surveyed boundary. None of the acreage figures establishes a housing yield or the number of families that could be accommodated.

What have the courts decided?

The July 2025 salt-pan land ruling

On 10 July 2025, the Bombay High Court dismissed a public-interest litigation (PIL) challenging cabinet decisions and the Centre’s 2024 policy for transferring salt-pan lands at concessional rates for specified public purposes, including affordable and economically weaker section housing and housing for project-affected people. The court said the petitioner had not shown that these lands could not be used for rehabilitation.

The court’s operative environmental direction was: “Needless to state that State Government shall give due consideration to environment related issues while implementation of the project.” The judgment resolved that challenge; it was not a site-specific environmental clearance or a finding that all implementation conditions had been met. The 2024 policy memorandum quoted in the judgment describes a transfer rate of 25% of the relevant state guideline or circle rate. That is a policy term, not an estimate of the project’s total cost.

The February 2026 ruling

On 27 February 2026, the Bombay High Court dismissed a separate PIL concerning land and tender arrangements for the Dharavi project. Its judgment refers to an earlier rejected challenge to the allotment of salt-pan land. This separate ruling should not be read as confirmation that environmental conditions, utilities or construction milestones for the housing proposal have been satisfied.

Are environmental approvals and infrastructure in place?

What the project side says

SVR Srinivas, CEO of the Dharavi Redevelopment Project, told The Indian Express on 11 April 2025 that the parcels had been decommissioned by the Salt Commissioner nearly a decade earlier and salt production had ceased. He said tidal water had not reached the plots after construction of the Eastern Expressway, and that the sites were west of the expressway and outside the Coastal Regulation Zone (CRZ). He also stated: “The project will comply with all environmental norms and take off only after the necessary green clearances are obtained.”

These are project-side claims and a stated condition for proceeding, not independent confirmation that CRZ rules do not apply or that any required approval has been issued.

What has been raised as an objection

In a Lok Sabha statement on 1 August 2025, MP Sanjay Dina Patil alleged that the sites lacked sewerage, drainage and assured water supply, and that an environmental impact assessment (EIA) and CRZ clearance were missing. He also argued that salt pans provide flood-buffering and groundwater-recharge functions, saying: “These salt pans are not just empty land — they are natural flood buffers and crucial for groundwater recharge.” This was a parliamentarian’s statement in an uncorrected record, not an agency inspection or a court finding.

The court’s direction to consider environmental issues does not settle whether an EIA or CRZ approval is required for each parcel, what the flood and drainage risks are, or whether water and sewerage capacity is adequate. The claims and objections therefore identify questions to resolve; they do not, on their own, establish the sites’ environmental condition or approval status.

Does Mumbai’s wider salt-pan planning establish a site plan?

MMRDA says Maharashtra appointed it as implementing agency for salt-pan development in 2004 and designated it to prepare a master plan in 2015. MMRDA has also issued a request for proposals for a consultant to prepare a salt-pan lands master plan for Mumbai and the Mumbai Metropolitan Region. That is evidence of a broader planning process, not proof of a finalized plan for these rehabilitation parcels.

The Mumbai Metropolitan Region SRA describes a general rehabilitation model in which land is used as a resource and incentive floor space index (FSI) can permit sale tenements to cross-subsidize free rehabilitation tenements. That description explains one possible financing approach in the wider program; it does not provide a site-specific budget, housing mix or delivery guarantee for this proposal.

Likewise, an environmental-clearance listing by MHADA for a proposed transit-camp redevelopment on Salt Pan Division land at Pratiksha Nagar, Sion, concerns a separate site and project. It does not establish an approval for the Mulund, Kanjurmarg or Bhandup proposal.

What would make the plan viable?

Housing on these parcels would need to work as a complete neighborhood, not just as a land transfer and building program. The published material cited here does not supply a complete parcel-level implementation package. A credible assessment would need to establish:

  • Who is eligible and how many homes are required: a defined beneficiary group, verified household count, housing mix and allocation process.
  • Environmental acceptability: parcel-specific findings on applicable EIA and CRZ requirements, flood exposure, drainage, groundwater and any necessary mitigation, followed by the required approvals.
  • Civic capacity: confirmed water supply, sewerage and stormwater systems, with the capacity and funding to serve residents over time.
  • Access and public services: a transport and access plan, plus provision for essential local services appropriate to the population to be housed.
  • Delivery and accountability: a site plan, public cost and funding framework, construction and infrastructure sequencing, and a schedule with clear responsibility for delivery.

Until those details are established for the relevant parcels, the legal decisions support the proposal’s ability to proceed through the challenged land and tender arrangements, but they do not demonstrate that it can deliver safe, serviced and timely housing.
