The Western Australian Government’s February 2024 announcement was a reset of planning for the former Brownlie Towers site in Bentley, not the start of construction. After failing to find a suitable developer for the earlier Bentley360 proposal, the government said it would prepare a new masterplan and engage the community.
What changed in the Bentley redevelopment?
On 27 February 2024, the Cook Government announced a new masterplanning process and community engagement for the former Brownlie Towers site. PerthNow reported the announcement on 29 February. The stated aims included diverse housing options and community facilities, but the announcement did not set out a final design or a new home count. PerthNow’s report
The site is a 22-hectare government landholding in Bentley, southeast Perth. The former State Housing Commission high-rise towers were demolished in 2019, and the land had remained largely undeveloped. PerthNow
Why did the government go back to the drawing board?
The previous Bentley360 concept proposed 1,500 homes in a broader residential, cultural and commercial hub. PerthNow described that proposal as valued at $54 million and reported that no suitable developer had been found. The report linked the difficulty to the constraints and complexity of delivering urban infill development.

The February announcement therefore marked a return to planning and engagement rather than a continuation of Bentley360 as an approved or deliverable scheme. Its reported figures describe the former proposal, not current project parameters.
What was announced for the next stage?
The government said a new masterplan would be developed with community engagement. Diverse housing and community facilities were identified as aims, but the reporting did not specify a final mix of uses, dwelling target, design, procurement arrangement or construction schedule.

Local representatives welcomed progress while emphasizing community expectations. What do later planning records establish?
The Western Australian Environmental Protection Authority records that DevelopmentWA prepared a Bentley Redevelopment Scheme. On 8 July 2024, the EPA determined that the scheme amendment would not be assessed under Part IV of the Environmental Protection Act. A 2025 parliamentary inquiry submission refers to the project as Heartwood Bentley and discusses environmental, geotechnical and infrastructure challenges. The submission says the area was declared a redevelopment area on 3 September 2025, and refers to consultation and a land transfer. The cited announcement and later records do not establish a construction start, current procurement status, final redevelopment design or completion date. They also do not confirm that the earlier Bentley360 proposal’s 1,500-home target remains part of the plan. The supported account is that the government reset planning in February 2024, with later scheme and redevelopment-area records providing subsequent planning context—not proof of construction or a final approved project.
