The Western Australian Government allocated $38 million in its 2024–25 State Budget to replace the ageing Congdon Street Bridge between Swanbourne and Claremont. The latest official schedule identified here is Main Roads WA’s project page, last reviewed 27 August 2025: construction was rescheduled to early-to-mid 2027, with completion listed for 2028. That is the latest verified schedule, not a new confirmation of timing in 2026.
Where the bridge is and why it is being replaced
The timber Congdon Street Bridge crosses the Fremantle Line at Swanbourne Station, connecting the Swanbourne and Claremont area. It was built in 1910. In its 2 May 2024 announcement, the WA Government said more than 5,000 vehicles used the bridge daily; that is the Government’s reported figure, not an independently verified traffic count. The project is intended to replace the ageing structure while improving the road crossing and connections for people walking, cycling and using the station. Main Roads describes a replacement on the existing alignment. Main Roads WA project page.
How much is budgeted?
The 2024–25 State Budget allocated $38 million for the replacement. Budget Paper No. 3 listed expenditure across 2024–25 to 2026–27 and included a temporary bridge and Principal Shared Path improvements in the project scope. When will construction start and finish?
Main Roads WA’s project page, last reviewed 27 August 2025, says construction was rescheduled from late 2025 to early-to-mid 2027 to avoid a conflict with the Fremantle Traffic Bridge closure. The page lists completion in 2028. These dates are the latest official schedule identified here; no later schedule was verified. Main Roads WA project page.
At that 27 August 2025 review, Main Roads said detailed design was progressing in consultation with local government and the Public Transport Authority, while service relocation works were continuing. The page does not establish that construction of the replacement bridge has begun. The original announcement-era reports of a three-year project duration and a start date yet to be announced should not be read as the current schedule.

Will the bridge close during construction?
Main Roads says construction will be staged so road users, pedestrians and cyclists can continue crossing while works take place. That describes the project’s planned approach; it does not provide a detailed traffic-management plan or guarantee that every movement will remain unchanged throughout construction. PerthNow reported at the time of the May 2024 announcement that a temporary bridge was expected to be built west of the existing crossing. Budget Paper No. 3 also included a temporary bridge. The precise arrangement and any temporary access restrictions will depend on construction planning and later traffic advice.

What is planned for pedestrians, cyclists and the station?
The design described by Main Roads includes wider traffic lanes and footpaths on both sides of the bridge, plus upgraded connections to each station platform that comply with current disability standards. After concept-design consultation, Main Roads retained the existing alignment. Its June 2024 update said this choice would minimise disruption to Swanbourne Village and allow the Norfolk Pine trees on Claremont Crescent to remain. The documented rationale addresses local access and streetscape impacts; the available information does not set out a complete comparison of every alternative considered.
