Sir Valston Hancock House is a nine-apartment transitional accommodation service in South Perth for Western Australian veterans who need housing support or are at risk of homelessness. It opened on 25 September 2024. RAAFA operates the accommodation, while RSL WA refers tenants and provides support. The latest public capacity update located is from August 2025, when RSL WA reported the house was full; current vacancies and intake rules need to be confirmed directly.
What Sir Valston Hancock House provides
The house was created as a targeted accommodation program for local veterans who require transitional housing or are experiencing, or at risk of, homelessness. It is a specific South Perth service, not a general housing scheme.
Hancock Prospecting purchased the South Perth site in December 2023. A nine-month refurbishment created nine two-bedroom apartments, and the house officially opened on 25 September 2024. RSL WA published its launch announcement on 8 October 2024. RSL WA’s launch announcement describes the project and its purpose.
Who operates and refers residents
RAAFA delivers and operates the accommodation. RSL WA promotes the program, refers tenants and provides support services. The state government also documented an ANZAC Day Trust grant to RAAFA for a housing and accommodation support program at the house. Its statement discusses funding for other veteran initiatives too; it does not say that the full Trust contribution went to this house. The government’s 25 April 2025 statement records the grant and separately refers to Andrew Russell Veteran Living.

Who the accommodation is intended to help
The program is intended for veterans needing transitional accommodation, including those experiencing or at risk of homelessness. At launch, RSL WA shared the experience of Alex, a tenant who had been homeless and living in his car. That account illustrates one person’s experience; it is not a promise of a particular outcome for every resident.
RAAFA CEO Michelle Fyfe said the service would make a difference to “the over 300 veterans each year who struggle to find accommodation and are at risk of homelessness.” This is her estimate, quoted in RSL WA’s 2024 launch announcement—not a verified count of people served by the house or its capacity.

Vacancies and how to seek help
In August 2025, RSL WA reported that Sir Valston Hancock House was at capacity, alongside the Veterans Transition Centre in Jarrahdale. That is a dated status update, not a live vacancy check. Contact RAAFA or RSL WA to ask about current availability and referral arrangements.
Publicly available sources confirm RSL WA’s referral role but do not set out a complete, current policy for eligibility, application steps, fees or contributions, or length of stay. Ask RAAFA or RSL WA to confirm those details before relying on any assumption about access. A referral does not guarantee a place.

How it differs from Andrew Russell Veteran Living
Andrew Russell Veteran Living (ARVL) is a separate RAAFA initiative, not another name for Sir Valston Hancock House. The WA Government describes ARVL as an emergency accommodation project under development on its veteran services page. The programs have distinct purposes and should not be assumed to share eligibility rules or an intake process.
