You can make nearby construction noise more tolerable, but no household fix guarantees silence. Start by asking the site operator what they can do to reduce noise at its source; then consider how sound enters your home, balancing closed windows against ventilation and comfort. If the noise may breach local rules, contact the relevant authority—complaint processes and permitted work hours vary by location.
Start at the construction site: reduce noise at its source
Noise controls are often most effective before sound reaches your property. Contractors and site managers can choose quieter equipment or work methods, switch equipment off when it is not in use, use enclosures or barriers, and increase distance from affected homes where feasible. These are site-management measures, not fixes a resident can necessarily demand; what an operator must do depends on local rules and the circumstances.
Contact the site operator, construction manager, or building owner and ask what noise controls are in place and when the loudest tasks are scheduled. A schedule can help you plan around short, especially disruptive periods, while a clear contact gives you somewhere to raise continuing concerns.
For unusually noisy temporary works, UK environmental-permit guidance says operators should notify neighbours and regulators, take reasonable steps to reduce the duration and impact, and use a written noise-management plan where there is an adverse impact beyond the site boundary. This is UK guidance, not a universal requirement.

Use barriers only when they block the sound path
A screen or barrier can help when it interrupts the direct path between the noise source and the place you are trying to protect. Sound may pass through gaps or travel around the top and sides, so a small or poorly placed screen may do little. HSE guidance describes temporary shields, sound barriers, existing objects, and enclosures as possible construction-site controls; materials can include plywood and sound-absorbing material.
Construction barriers are generally a site-level measure. New York City Department of Environmental Protection guidance, for example, calls for noise-resistant material in specified site barriers and says effective barriers must be long and high enough to block line of sight, with gaps filled. Those requirements apply in NYC; they are not a household specification or a rule for other jurisdictions. Ask the site operator or building owner about barriers rather than assuming a freestanding screen at home will solve the problem.

Reduce the noise coming through windows
Keeping windows closed can improve noise control, particularly during the loudest work. UK government construction-noise guidance notes that windows work best for noise control when closed and that alternative ventilation may be needed while they remain shut. Think about airflow, temperature, and safe ventilation before relying on closed windows for long periods.
For persistent noise, building-envelope sound insulation may be one possible mitigation. UK planning guidance also cautions that a solution based on keeping windows closed can affect living conditions. Before paying for a lasting change, seek a property-specific assessment; a particular curtain, insert, or glazing product cannot be assumed to solve the problem in every home. If you rent or live in a managed building, discuss alterations with the landlord or building owner first.

Treat hearing protection as a limited coping aid
Earplugs may offer some short-term relief for an individual, but they are not a way to make a room quiet and may not be suitable in every situation. Keep them optional, and do not use them where you need to hear alarms, traffic, children, or other important sounds.
The UK Health and Safety Executive (HSE) addresses workplace noise, not consumer earplug performance. Its guidance says: “Hearing protection – provide workers with hearing protection, but remember – it is not an alternative to eliminating and reducing noise at source.” The principle matters at home too: personal protection does not replace asking for practical controls at the site.

When and how to report construction noise
Complaint routes and rules differ by jurisdiction. Keep a simple record of when the noise occurs, what work appears to be happening, and how it affects your home. Then check the relevant local authority or environmental regulator’s current process; do not assume work-hour limits from another city or country apply where you live.
If you are in England
In England, a resident can report potentially unreasonable construction noise to their local council. DEFRA guidance says councils must investigate complaints about noise that could be a statutory nuisance: noise that unreasonably and substantially interferes with the use or enjoyment of premises, or injures or is likely to injure health. For construction or demolition, a council can serve a notice specifying noise levels, machinery, working hours, or steps to minimise the noise. The council assesses the circumstances; a complaint does not by itself establish that a statutory nuisance has occurred.

If you are elsewhere
Contact your own council, city authority, or environmental regulator to find the correct complaint route and applicable rules. NYC DEP publishes separate local construction requirements, including work-hour rules and construction noise mitigation plans; its page notes a change effective April 21, 2026. Those provisions are specific to New York City and should not be used to infer permitted hours elsewhere.

What to expect from noise control
Blocking out construction noise completely is not guaranteed. The useful question is which part of the problem can be changed: the site’s equipment and work practices, the path sound takes, the building envelope, or your individual exposure. No general household reduction figure or consumer-product performance claim is established by the guidance cited here, so avoid treating a product description or a result from another property as a promise for yours.
