The City of Stirling ultimately told Scarborough resident Marion McAllister that her verge trampoline could remain, but her case did not create a general exemption: the City currently requires approval before residents place play equipment on a verge. The 2024 report did not confirm a final decision about two swings attached to a verge tree.
What happened to Marion McAllister’s trampoline?
In August 2024, PerthNow reported that the City initially told McAllister her trampoline had been identified as a hazard. The notice said she needed to move it onto private property within a week or seek permission to keep it on the verge. The City also planned to tell her whether two swings attached to a verge tree needed to be removed. Later, the City told her the trampoline could stay. The report did not specify the safety assessment, any conditions, or the formal record behind that outcome. PerthNow reported the case on 21 August 2024.
McAllister said the trampoline had been used by local families for three years, was in good condition and secured to the ground, and had become a place for neighbours to meet. Those were her reported statements, not an independent inspection. She also said a resident’s complaint drew attention to the trampoline and other equipment nearby; the report did not independently establish the complaint’s contents or motivation.
McAllister’s petition sought support for safe, maintained play equipment on verges. PerthNow reported that it collected more than 700 signatures in one day. The City’s petition record gives the final verified count as 1,014 signatures, says it was tabled at Council on 17 September 2024, and marks it closed. The record says the City reconsidered its position, but an application was still required. The City’s petition-status page records the outcome.

Can you put a trampoline on a verge in the City of Stirling?
Yes, play equipment may be considered for a verge, but you need City approval before placing it there. The City says applications are assessed case by case. Its guidance asks applicants to provide contact and property details, identify the equipment and its size, and submit a drawing or photograph showing where it would go. The City’s verge guidance describes the application process.

- Whether the equipment can fit on the resident’s property. Verge placement may not be suitable if there is enough space on the property itself.
- Clearance from public access routes. The City identifies a minimum two-metre safety distance from footpaths, roads and driveways.
- Street trees. The City says street trees must not be interfered with and considers possible impacts on them.
- General safety. The City says play equipment on verges must be safe and that it assesses proposals individually.
These are assessment factors, not a guarantee that a particular layout will be approved. The City’s project FAQ states that approval is required before placing a trampoline or other play equipment on a verge.
What about the swings attached to the verge tree?
The 2024 PerthNow report said the City planned to advise McAllister whether the two swings needed to be removed. It did not report a final decision, so the available account does not establish whether the swings were approved or remained in place. The City’s current guidance says street trees must not be interfered with; residents should include the proposed equipment’s location in an application and wait for the City’s decision.

Has the City changed the rules since 2024?
The City still lists its Thoroughfares and Public Places Local Law 2009. A February 2026 Council agenda describes a review of that local law as proposed for later in 2026; that agenda does not establish that a replacement law or amendment has since been adopted. The current application guidance remains the practical rule for residents considering verge play equipment.
