What is the Perth Riverfront Masterplan?
It is a City of Perth planning framework for a 2.2-kilometre stretch of the Swan River edge. The City’s project page describes a study area that includes Supreme Court Gardens, Terrace Road Car Park, Langley Park, Point Fraser and Ozone Reserve, Riverside Drive, the shared path and river’s edge, and foreshore east of the Causeway toward Matagarup Bridge. The 2025 engagement report gives the masterplan boundary as 44 hectares.
The plan brings together public-space and foreshore considerations under themes including culture, nature, biodiversity, play and leisure. It is intended to help coordinate future thinking across connected parks, paths, roads and river-edge places, rather than stand alone as a detailed construction package. Why plan the riverfront now?
The City’s engagement report identifies river-wall replacement and the planned downgrade of Riverside Drive as reasons for planning at this time. These changes create a chance to consider how the foreshore, movement routes and public spaces fit together. The report records earlier engagement themes carried into the draft: connectivity, a place for all, activation, on-water activities and cultural heritage.

Those themes point to practical questions for any future work: how people get between the city and the water; who can use the spaces comfortably; how everyday activity and events might be supported; whether activities on the river are accommodated; and how cultural heritage, nature and biodiversity are respected and incorporated. The available City material describes themes and draft concepts, not a final selection of construction designs.
What did community engagement find?
The City says the draft drew on technical studies as well as early community and stakeholder engagement. Its formal 2025 engagement phase included an online survey open for six weeks, from 24 March to 5 May, and drop-in sessions; the engagement report also records stakeholder processes.

The City reported 1,582 online survey responses, describing this as the highest response count for a City of Perth project. The report highlights connectivity, inclusion, activation, on-water activity and cultural heritage as recurring considerations. These findings express feedback and priorities; they do not by themselves approve a particular design or commit funding.
Has Perth approved the riverfront plan?
At its Ordinary Council Meeting on 26 May 2026, Council considered the engagement report and retained the draft Masterplan as a strategic reference document. The City says it will use the document to inform advocacy and collaboration with the State Government on riverfront initiatives, including the Aboriginal Cultural Centre and Barrack Square Redevelopment. It may also guide future asset renewal, public-realm improvements and upgrade opportunities as they arise. City of Perth project update.

That decision is not the same as approving every draft element for construction. The City material cited here does not establish final design approvals, construction budgets, delivery dates or the State Government’s separate project schedules. Treat proposed changes as planning directions unless a specific project receives its own confirmed approval, funding and delivery information.

The City’s Towards 2036 and Beyond framework includes a proposed “Buneenboro Loop,” described as a holistic waterfront connection linking Derbarl Yerrigan (Swan River), Kaarta Gar-up (Kings Park), Perth Convention and Exhibition Centre, Elizabeth Quay and Langley Park. It complements the riverfront planning direction by connecting the foreshore to other city destinations, but it is a planning concept—not evidence that the route is already built. In announcing that broader framework in February 2026, the City cited projections of 55,000 residents in the city centre by 2036 and up to 90,000 by 2050. These are City projections, not measured population figures. City of Perth, 27 February 2026.
