The 2024 International Building Code says permanent ladders cannot serve as part of the means of egress from occupied spaces, subject to limited listed uses. Ask your local building official whether the proposed device and use are allowed before buying or installing one.
Can a permanent ladder under a window count as an exit?
Not automatically. Under the 2024 International Building Code (IBC), “Permanent ladders shall not serve as a part of the means of egress from occupied spaces within a building.” The chapter lists limited permitted uses, including certain maintenance-only spaces and nonoccupiable areas; those exceptions do not establish that a concealed ladder can replace an exit from a bedroom or other occupied room. See the 2024 IBC, Chapter 10.
The IBC is a model code, not a universal permit. The rule that applies depends on the jurisdiction, the code edition it has adopted, local amendments, building type, and the specific design. Before choosing a product or altering a wall or window, take the proposal to the local building department or fire official and ask whether it is permitted for the intended use.
What does the ladder standard establish?
ASTM F2175-23 covers portable and permanent emergency escape ladders for residential use. ASTM describes the specification as establishing performance requirements and corresponding test procedures. Its scope includes matters such as static loads, rung strength, attachment stability, deployment, dimensions, rated load, and heat aging. The ASTM F2175-23 page identifies the standard and its scope.

A reference to ASTM F2175-23 is useful performance information, but it is not a local permit or proof that a particular ladder, mounting arrangement, window, or building is approved. Ask the manufacturer for the specific product documentation and give it to the official reviewing the proposed installation.
How does a permanent concealed ladder compare with a portable ladder?

A portable ladder may be an alternative if a permanent installation is not approved, but the window fit is product-specific. First Alert’s EL53W-2 manual cautions that its hooks may be unsuitable for sills that are too large or too small. That warning applies to this model; consult the instructions for any other ladder rather than assuming the same dimensions or fit.

Do window escape-opening rules approve an exterior ladder?
No. Requirements for emergency escape and rescue openings address the opening itself and, in some situations, a below-grade window well. They do not by themselves establish that a permanent above-grade exterior ladder is an approved exit. The 2018 IBC chapter is a historical reference, not a substitute for checking the currently adopted local residential or building code: 2018 IBC, Chapter 10.
Code provisions are also jurisdiction-specific. For example, the 2025 California Existing Building Code, Chapter 3 describes performance requirements for retractable exit ladder devices where permitted by the building official. That California provision does not demonstrate approval in another jurisdiction or for a different building or installation.

What to verify before choosing a system
- Identify the authority and applicable code. Contact the local building department or fire official. Ask which code edition and amendments apply to the property and whether the proposed ladder may serve the intended occupants and purpose.
- Describe the actual installation. Provide the room use, window location, ladder type, mounting details, and where the ladder would descend. Ask what plans, product documentation, or permit review the official requires.
- Check performance documentation. Ask the manufacturer whether the specific product is within ASTM F2175-23’s scope and for supporting documentation, installation requirements, rated load, and deployment instructions. Do not treat the standard alone as approval.
- Confirm physical compatibility. For a permanent system, have mounting, opening and landing clearances, and site conditions reviewed. For a portable ladder, compare the exact window sill with the manufacturer’s fit requirements.
- Review operation for intended occupants. Understand how the device is deployed and used according to its instructions. Do not assume people in the home can operate it safely without accounting for the product design and the occupants’ needs.
- Get the decision before installation. Obtain any required permit or written approval before modifying the building or relying on the ladder as an escape route.
