In August 2022, a Metro Inner-South JDAP panel approved amended plans for a proposed 15-storey apartment development at Davilak and Robert streets in Como. The amendment added three on-site visitor bays, taking the reported total from five to eight, and proposed five more on-street spaces. The on-site total remained one bay below the panel’s April condition requiring at least 14 marked visitor bays.
What changed in the amended parking plan?
PerthNow reported that the revised ground-floor plan, submitted to the City of South Perth in July 2022, added three visitor spaces on the development site. It also proposed three on-street bays on Davilak Street and two on Robert Street.

The distinction is important: the original condition was for on-site parking. The five street spaces were part of the amended offer, but they did not change the reported on-site figure of eight.
Why was the 14-bay condition disputed?
Earlier in 2022, the Metro Inner-South Joint Development Assessment Panel (JDAP) approved plans by Space Collective Architects for more than 100 apartments, subject to conditions that included at least 14 marked on-site visitor bays. Hidding Urban Planning, acting for landowner Canaan PD 1 Pty Ltd, appealed the parking condition to the State Administrative Tribunal on May 30, 2022, according to PerthNow.

The amended plans were then considered by the panel. At the meeting reported on August 26, presiding member Clayton Higham supported the revised offer, including its street parking component. PerthNow quoted him as saying: “Even though it doesn’t achieve all bays under the city’s planning framework, it achieves a sufficient amount of bays worth being supported.”
Councillor Stephen Russell opposed using discretion without objective evidence to justify it. He said: “I have not heard or seen anything that gives any reason or justification that is based upon objective evidence and therefore I’m of the opinion the applicant must provide 14 residential car bays. Only 13 has been offered.” Russell also pointed to the site’s proximity to Canning Bridge station and the possibility of high parking demand. Councillor Carl Celedin also voted against the amendment.

What was proposed for the Como site?
PerthNow described the project as a $36 million, 15-storey development with more than 100 one-, two- and three-bedroom apartments and three commercial tenancies at ground level. The site reportedly abuts the Kwinana Freeway and is about 100 metres southeast of Canning Bridge station. The plans also included one bicycle bay per apartment and 11 motorcycle bays.

The reported panel vote records approval of the amended proposal on August 26, 2022, with Russell and Celedin dissenting. PerthNow’s account also says the parking condition had been appealed to the State Administrative Tribunal. It does not state the tribunal’s final order, any later planning conditions, or whether the project was subsequently built. The 2022 report therefore should not be read as confirmation of the development’s current approval or construction status.
