What the 2024 enabling-works tender covered
The September 2024 tender was for preparatory infrastructure intended to support the then-planned redevelopment. The announced package included:
- Additional public and staff parking and traffic-access work.
- An extension to the campus ring road.
- A shell for a new Central Energy Plant, intended to prepare for Western Power upgrades.
- Relocation of the existing Central Energy Plant.
At the time, the Government expected enabling works to start before the end of 2024. That was a forecast; the tender announcement itself did not establish that work began then. The January 2025 contract award likewise named the contractor but did not report completion.
Why the timeline is unclear
The project has moved through separate planning stages and two different physical concepts. In July 2025, the Minister forecast completion of the first enabling stages by 2027 while saying the second stage and later work remained in planning. In November, the Government announced a new hospital on an adjacent site, rather than the upgrade of existing buildings described in the 2024 tender announcement.

The subsequent 2026 start date is a planned construction milestone, dependent on detailed design, procurement and approvals. The official project page updated 26 November 2025 gave June 2026 as the expected start for main-works construction, subject to approvals. The available official statements do not confirm whether that forecast was met or give a confirmed date for the new hospital to open.

The September 2024 redevelopment announcement listed more than 60 additional inpatient beds, 15 palliative-care hospice beds, 12 chemotherapy places, an additional operating theatre, a Mental Health Emergency Centre, expanded outpatient services, new medical imaging services and an expanded day-procedure unit. Those quantities belong to the earlier plan and should not be treated as confirmed specifications for the later greenfields hospital.

The official project page for the new-hospital plan describes an expanded Emergency Department, a dedicated Mental Health Emergency Centre, more inpatient and specialist palliative-care beds, expanded chemotherapy and outpatient services, and modern operating theatres and clinical support spaces. It does not establish that all the earlier quantities remain unchanged.
The Government described $152 million as the current redevelopment budget in 2024 and said it would be updated after final planning. That figure is not a confirmed final cost for the revised project. In November 2025, the Government said it had allocated $33 million to detailed planning; the cited announcements do not state a final total budget for the new hospital.
