Floating farms in Majuli, Assam, help some households keep growing vegetables when floodwater covers ordinary plots. Their bamboo rafts, supported by drums, rise with the water and carry crops in separate grow bags. The approach offers a way to protect a small part of household food production during inundation; it does not prevent floods or erosion, and available evidence does not establish results at scale.
Why Majuli needs ways to grow food during floods
Majuli lies in the active Brahmaputra floodplain. The Majuli Flood Contingency Plan says the district experiences inundation during ordinary as well as severe flood cycles. Flooding can submerge conventional vegetable plots, interrupting cultivation when families still need food.
The island’s exposure also includes erosion, a distinct and longer-term threat. The district plan reports an area of 1,245.12 square kilometres in 1956–57 and 703.16 square kilometres in 2017, as well as a decline from 210 revenue villages in the 1980s to 139 at the time of the plan. Because those figures have different administrative and geographic scopes, they should not be read as a precise like-for-like measurement of island-area loss. The Water Resources Department of Assam separately says 31,500 square kilometres, or about 39.58% of the state’s land area, is flood-prone; that is a state-wide, not Majuli-specific, estimate. Its page also reports 4.27 lakh hectares eroded by Assam’s rivers since 1950, equal to 7.40% of state area.
How do floating farms work during floods?
SAFE introduced floating agriculture in Majuli in 2017, according to a 2021 report by Scroll/The Third Pole and a CEEW review. The reported design evolved after early bamboo rafts carrying hydroponic sponge beds tended to rot. The later version uses bamboo rafts kept afloat by drums, with plants grown in individual bags rather than directly in a sponge bed.

Raft and growing bags
The grow bags contain a mix of compost, coco peat, biochar, sawdust and organic fertilisers. Separate bags let growers tend individual plants, while the raft lifts the crop area as water rises. A Scroll/The Third Pole report said a platform could hold 25 grow bags and that 55 rafts of the newer design were in use on Majuli at the time of its 2021 publication. Those are historical project details, not a current inventory.
Water, irrigation and crop protection
The report describes farmers hand-watering plants, with solar-powered pumps drawing pond water into an irrigation system. Nets help protect plants from birds. The system depends on suitable water conditions: CEEW notes that floating beds need calm water and access to materials such as bamboo, water hyacinth and rope. A raft is not automatically suitable for every flooded site or every crop.

What the gardens provide—and what the figures show
The clearest reported benefit is continued household access to vegetables during inundation. Families interviewed for the 2021 Scroll/The Third Pole report said they ate some of the produce and sold surplus locally. The report also gave crop amounts from one farmer’s 20 trays, but a single farmer’s account cannot establish typical yields or income effects across Majuli.
CEEW’s 2021 review describes a Majuli case study in which 22 floating gardens produced 375 kilograms of vegetables in one month. It also cites a SAFE 2018 report of a family earning around INR 5,000 per month from produce sales while tending ten rafts. These are reported case-study figures, not independently validated averages or a current earnings forecast.

The Scroll/The Third Pole report cited a project cost of about Rs 20,000 for a floating tray with fish culture in the same water body. That is a reported project-specific figure, not a current standard price for a vegetable raft. Actual costs depend on design, materials, labour and support available.
What floating farms cannot do
Floating beds help preserve cultivation during inundation; they do not stop floodwaters, protect land from riverbank erosion or demonstrate that Majuli’s flood risk is declining. The district disaster plan documents recurrent flooding and erosion exposure, while flood-protection infrastructure remains a separate part of the district’s needs.

The evidence base is also limited. CEEW’s 2021 review found no peer-reviewed Indian studies measuring floating farming’s economic, social or environmental impacts, and no national aggregate figures for the area under the practice. It characterized available evidence as sparse and largely drawn from NGO project reports and stakeholder consultations. The reported cases show what participating households achieved in particular settings, not what every raft or community should expect.

- Suitable water: beds need calm water; fast-moving or rough conditions may not suit the method.
- Local materials: bamboo, water hyacinth and rope need to be available or affordable, alongside grow-bag ingredients and any irrigation equipment.
- Skills and ongoing support: CEEW notes that implementation can require handholding. SAFE’s project lessons, described by the Global Development Network, emphasize participatory design, planning for risk and connections to government schemes.
- Funding and institutional backing: the review describes resource and policy-support challenges. It found no Indian policy or scheme for floating farming when published in 2021; that historical finding does not establish today’s policy position.
In a 2021 report, Majuli’s sub-divisional agricultural officer Irshad Ali said nonprofits had demonstrated the use of floating beds and that government logistical and other support would help farmers because setup was costly. That points to an important distinction: a successful demonstration does not by itself answer who will finance materials, provide training or sustain the system over time.
Why this is a construction and resilience story
For construction and infrastructure readers, Majuli’s rafts illustrate a small-scale adaptation to a specific hazard: keeping a planting surface above floodwater using locally assembled materials. The useful lesson is not that rafts replace conventional flood protection, but that resilient livelihoods can depend on practical designs alongside larger measures for flood preparedness and erosion risk. Any replication would need to start with local water conditions, materials, maintenance capacity and community priorities rather than assume the Majuli design transfers unchanged.
