The City’s stated concern was that the use conflicted with the area’s parks and recreation designation; Mayor Fiona Argyle also described a position against businesses on A-class reserves. The owners said they intended to pursue a state pathway, but no later application or approval is established by the available reporting.
What Icarus proposed for Swanbourne Beach
Icarus Saunas proposed a demountable sauna for up to 15 people on unused land immediately north of the Swanbourne Nedlands Surf Life Saving Club car park. In November 2024, project lead and co-owner Benjamin Leclezio described a seven-day-a-week operation with sessions priced at $20. Those were proposed operating details, not evidence that a sauna opened or that the price became available to the public. PerthNow’s November 2024 report said the City had not then received a formal proposal.
The owners—Leclezio, Conrad Eyers and Leonardo Alampi Sottini—said they were prepared to fund the project, direct half the profits to the City and use the remainder to beautify the surrounding area. This was an offer attributed to the owners in news coverage. It does not establish that the arrangement was adopted, or that Icarus had a particular legal not-for-profit status.
Why the City objected
The City’s stated planning concern was that the proposed use was inconsistent with the area’s parks and recreation designation. In a March 2025 account, Argyle was quoted as saying: “With the support of the administration we do not put businesses on A-class reserves.” That describes the mayor’s position in the council discussion; it should not be read as a general legal ruling or as a substitute for an official determination of the applicable planning controls. PerthNow’s March 2025 report covered the decision and the mayor’s comment.
#1 Best Overall
- Spacious 4-6 Person Sauna Tent: Measuring 8.2 x 8.2 x 6.7 ft, this outdoor sauna tent offers a roomy interior for family or small group use. The tall, wide design provides more comfortable movement inside, making it suitable for backyard relaxation, outdoor sauna sessions, and seasonal camping use.
- 3-Layer Thermal Fabric for Better Heat Retention: Built with durable 300D Oxford fabric, 80g Fluffy Warm Cotton, and Oxford lining, this sauna tent is designed to help retain warmth while standing up to outdoor use. The quilted thermal structure supports more stable heat performance and added comfort in cool-weather conditions.
- Wood Burning Stove with Sauna Stones Included: The included wood-burning stove creates a traditional sauna experience with real firewood and heated sauna stones. The heat-resistant stove body supports high-temperature operation, while the sauna stones help generate steam when water is added. Designed for use in properly insulated outdoor sauna rooms, it helps create a relaxing sauna atmosphere with temperatures around 140°F and above depending on room size, insulation, and outdoor conditions.
- Fast Pop-Up Setup with Windproof Accessories: Designed with a convenient pop-up structure, this tent sets up quickly without complicated tools. Reinforced corners, secure anchor points, ground stakes, and wind ropes help improve stability during outdoor use. A carrying bag is included for easier storage and transport. Please note: This product ships in 2 separate boxes, which may arrive at different times.
- Heating Performance Depends on Fuel, Airflow, and Stone Placement: For best results, start with dry wood shavings or kindling, then add larger dry logs once the fire is stable. Keep the chimney clear and firewood elevated for efficient burning. Place sauna stones evenly around the rack, with larger stones at the bottom and smaller stones on top. Avoid uneven loading. Slight metal expansion under high heat is normal.
The proponents’ case
Leclezio argued that the proposed site was unused and said he understood the Allen Park Reserve master plan’s language about activating the area to support a community facility. That was the proponent’s interpretation of the plan, not an independently established conclusion that a sauna was permissible there. In December 2024, Leclezio said Icarus was working with a town-planning group in the hope of progressing the proposal through the State Government. PerthNow’s December 2024 report quoted him on that intended route.
A separate concern raised in the debate
Former mayor Laurie Taylor raised concern about potential future clientele, referring to Swanbourne Beach’s history in the 1990s. The report also said Taylor understood the behaviour he referred to was no longer occurring at or near the beach. His concern is not evidence that sauna patrons would behave similarly.

How council reached its decision
PerthNow reported on 4 March 2025 that Nedlands council had rejected the proposal the previous Tuesday. The vote was tied and Argyle used her casting vote to break the deadlock. The owners said the rejection gave them stronger grounds to take the proposal to the State and that they would pursue that route. Their stated intention does not establish that an appeal or new application was filed, or that a state authority approved the project.

The latest topic-specific report in the material available is from March 2025. A City of Nedlands development application register page was checked, but its surfaced material did not identify a later Icarus determination. On that basis, whether the owners filed again, pursued a state process, changed the proposal or obtained approval remains unresolved. The available accounts also do not establish independent testing, health outcomes, a demand survey or verified resident support. The nearly 200 signatures mentioned in the March 2025 report were a claim by Leclezio, not an independently audited count.
