The Charles Street proposal that put up to 100 North Perth properties in the firing line was an early concept, not an approved construction project. Main Roads WA ended its planning study in November 2022 after community opposition. The available information establishes that outcome, but not whether a later study or funded project has since been developed.
What the Charles Street proposal involved
In October 2022, Main Roads WA consulted on an early concept to upgrade a 3.3-kilometre section of Charles Street in North Perth. It proposed taking north–south through traffic beneath three intersection areas, while pedestrians, public transport and local traffic remained at surface level. Main Roads presented the arrangement as a way to improve traffic flow and make more surface space available for other transport modes. ABC News described the concept and its potential property impacts.
The three proposed grade-separated areas
- Vincent Street
- Scarborough Beach Road and Angove Street
- Green Street, Walcott Street and Wiluna Street
The concept was sometimes described as a “duck and dive” layout: through traffic would pass below the intersections rather than continue at street level through them. This was a planning concept, not a detailed or approved construction design.
What “up to 100 properties” meant
The headline figure was a preliminary estimate of properties that could be affected if the concept advanced: 70 residential properties and 30 commercial properties, as reported in 2022 by ABC News and PerthNow. It did not mean that 100 properties had been acquired, approved for demolition or confirmed within a final construction footprint. Main Roads said any land acquisition would depend on the project receiving construction funding.

The concept was at an early stage and subject to change. The available reports do not establish a final property list, an approved budget or a construction schedule.
Why the study stopped
Main Roads halted the planning study in November 2022 after negative community feedback. ABC reported that the agency said less than half of respondents supported the proposal and that concern about the number of private properties affected was a key issue. Main Roads said it would conclude consultation on the concept and would not seek changes to the existing Planning Control Area. It left open the possibility that feedback could inform future consultation about long-term ways to address congestion on Charles Street. ABC News reported the study’s conclusion.

Transport Minister Rita Saffioti acknowledged the reaction: “It’s clear that there is significant community concern about the proposal,” she said. She also said, “Delivering a long term solution for Charles St is still required.” Both statements were reported by ABC News.
What the competing concerns were
Main Roads’ stated case focused on traffic flow and future capacity. PerthNow reported that the agency forecast Charles Street traffic volumes could grow by 20 to 30 per cent by 2051. That was a projection reported in 2022, not evidence of actual growth or a current forecast. PerthNow’s report covered the forecast.

The City of Vincent opposed the proposal, questioned whether it fitted the city’s pedestrian-oriented vision, and called for an urban-design study addressing community, environmental and heritage impacts. At a council meeting, councillor Jonathan Hallett described the proposal as “frankly shocking.”
Residents raised concerns about property impacts, neighbourhood severance, noise and air pollution, and access to schools and parks. North Perth resident Carlia McCallum said: “It will basically be a toxic concrete river right through a community.” These were concerns about the proposed design, not measured outcomes from a project that was built. ABC News reported the residents’ and council concerns.

What is known about the project now
The established outcome is that Main Roads ended the 2022 planning study and did not proceed with the proposal in the form then consulted on. The information available here does not establish whether a later study, revised concept or funded Charles Street project exists. Main Roads’ statement that feedback might inform future consultation means the study’s cancellation should not be read as proof that no other options could ever be considered.
