The City of Subiaco’s 2025 proposal named 17 places for its Heritage List. Council endorsed all 17 for inclusion at its April 2025 meeting, the City reported on 30 April 2025. Listing brings heritage considerations into decisions about development and refurbishment; it does not mean all building work is prohibited.
How many Subiaco places were included?
The proposal covered 17 places, including a group of five houses treated as one place. The City reported that Council endorsed all 17 for inclusion following public consultation. The proposal is therefore no longer pending, although owners planning work should check the current Heritage List and the rules that apply to their specific address and proposal.

The City’s proposal and place list identifies one exceptional-significance place—the Heytesbury Road group—and 16 places of considerable significance. These are heritage significance categories, not a substitute for checking how a particular application will be assessed.
What do the development controls mean?
The City says Heritage List inclusion recognizes a place’s cultural heritage significance and provides protection intended to help ensure future development and refurbishment respect and enhance its heritage values. Local Planning Policy 3.5 (LPP 3.5) provides guidance on matters including demolition, changes of use, additions and alterations, front fences, materials and colours. That scope does not establish that every renovation or redevelopment is banned, nor does it determine the outcome of a specific application. Owners and project teams need to consider the property’s heritage assessment and the policy alongside the proposed work.
The City identifies the regulatory basis as the deemed provisions of the Planning and Development (Local Planning Scheme) Regulations 2015, under which local governments establish and maintain Heritage Lists for places of cultural heritage significance considered worthy of built heritage conservation. Why were some of the places considered significant?
The City’s announcement gives examples of the historical and architectural reasons behind the listings:

- Former Junction Supply Store, 1 Hay Street: Built in 1904, it is described by the City as Subiaco’s oldest corner-store example whose traditional form and function remain recognizable.
- Lipfert Residence, 270 York Street: Built in 1903 for Franz “Otto” Lipfert, identified by the City as the WA Museum’s first taxidermist and the creator and namesake of its “Otto” blue whale skeleton.
- 19 Coolgardie Street: Built in 1904 as a conjoined residence for Minnie Lloyd, who established Nurse Lloyd’s “Hawaii” Private Maternity Hospital nearby at 23 Coolgardie Street in 1908.
- 44 Nicholson Road: Constructed in 1904 and described by the City as an excellent and rare Federation Queen Anne cottage.

The proposal was open for public comment until 5pm on 24 February 2025. That consultation period has closed. The City said Council would consider consultation outcomes before deciding whether to include places; its April announcement reported Council’s endorsement of all 17.

In contemporaneous coverage, PerthNow quoted Subiaco mayor David McMullen saying heritage was becoming “more and more celebrated and prized” in the city, particularly amid the threat of infill development. He also said he thought the City’s approach was generally met positively in the community. Those are the mayor’s views as reported by PerthNow, not a measured survey of residents. What should owners check before planning work?
- Confirm the property’s current listing status with the City; the 2025 announcement records Council’s endorsement, but the live list is the place to verify present status.
- Read the property’s heritage assessment and LPP 3.5 in relation to the actual work proposed, rather than assuming the significance grade alone determines what is allowed.
- Ask the City how its planning requirements apply to the address and scope of work before relying on a general description of the policy.
