The main Stephenson Avenue extension and its Mitchell Freeway interchange opened on 13 December 2025. The project’s remaining transport links followed in stages: the Stirling Bus Interchange was listed as open by 2026, and Main Roads WA said the final section of shared path opened in early September 2026. Finishing work and overnight closures were still listed in October 2026.

What opened, and when?

The headline’s “to open by September” timing is out of date. The main road connection opened on 13 December 2025, connecting Scarborough Beach Road and Flax Way with Cedric Street through a grade-separated interchange at Mitchell Freeway.

Milestone Status and date
Phase one Delivered by the City of Stirling and opened in February 2022. City of Stirling
Phase two road connection and freeway interchange Opened on 13 December 2025. Main Roads WA
Stirling Bus Interchange expansion Listed as open by the state project page; the Public Transport Authority reports expansion from 18 to 29 stands. Government of WA Public Transport Authority
Final shared-path section Main Roads reported it opened in early September 2026, connecting to the Mitchell Freeway Principal Shared Path. Main Roads WA

Phase two is delivered by Main Roads WA. Alongside the principal road link, it includes local road connections, pedestrian and cycling links, changes to southern car park access, and the Stirling Bus Interchange expansion.

What changed for drivers?

The extension creates an east–west connection between Scarborough Beach Road and Cedric Street, with new Stephenson Avenue ramps at Mitchell Freeway. It also changes existing freeway access: the Cedric Street northbound off-ramp closed as part of the new arrangement. Check current route guidance and traffic updates before travelling, particularly while finishing works continue.

How to access Stirling Station’s southern car park

Since Saturday 5 September 2026, drivers can enter and exit the southern car park from Cedric Street in both directions. The Stephenson Avenue entrance is left-in/left-out only; the temporary right-turn movement was removed. The Public Transport Authority advises passengers to follow signs at the station. What changed for buses, pedestrians and cyclists?

Bus interchange

The Stirling Bus Interchange increased from 18 to 29 stands, according to the Public Transport Authority. The PTA lists $90 million for the interchange upgrade; that figure refers to the interchange scope on its project page, not necessarily the whole Stephenson Avenue project. The final shared-path section, reported open in early September 2026, connects with the Mitchell Freeway Principal Shared Path. The wider phase-two works also provide pedestrian and cyclist connections through the project area. Main Roads WA project information

Will the extension reduce congestion?

Reducing traffic on Scarborough Beach Road and easing congestion are stated project aims. The City of Stirling says freed capacity could support future dedicated bus lanes and a mid-tier transport system. Those are intended benefits, not confirmation of measured results: the official pages cited here do not provide before-and-after travel-time or congestion data. City of Stirling Government of WA
