For an active leak, stay clear of electrical hazards, close the home’s main water valve if it is safe and working, and call a plumber for repairs inside the house. For a basement sewer backup or blocked sewer service line, contact Toronto 311 as well as your landlord or superintendent if you rent. The City can investigate its side of the system; the property owner is responsible for private-side repairs.
What to do first during a plumbing emergency
If water is leaking or a pipe has burst
- Keep people safe. Do not enter standing water near electrical hazards. If there is immediate danger, contact emergency services.
- Shut off the home’s water if it is safe to do so. Toronto says the main valve is typically on the foundation wall where the drinking-water pipe enters the house, just before the meter. The valve may be stiff or inaccessible; do not put yourself at risk trying to operate it.
- Call a plumber for the interior repair. The City describes the pipe from the property line into the home as private. Its pipe leak or burst guidance says homeowners need a plumber to repair pipes in the home.
- If the shutoff valve will not work, call 311. Toronto says residents can request a water shutoff at the property line. Its page lists a staff arrival target of within two hours, says someone must be home to provide access, and notes a fee may apply. Confirm current timing and charges with 311; this is a City shutoff service, not a plumber’s response-time promise.
If a basement drain or sewer is backing up
- Tenants should notify the landlord or superintendent promptly. The property owner is responsible for private-side repairs.
- Contact Toronto 311 for basement flooding or a suspected blocked sewer service line. Toronto Water can investigate the municipal sewer and service line and determine whether the blockage is on the City or private side. The City says its investigation is within four hours, but heavy rain or high call volume can delay a visit. See Toronto’s backed-up drain and basement flooding guidance.
- Note the pattern, but do not assume the cause. A single fixture that will not drain points toward a private plumbing issue, according to the City. Multiple flooded homes on a street may indicate a municipal sewer blockage. Grease, wipes (including those labelled flushable), hygiene items, roots, damaged older pipes, and heavy rain are among the possible causes listed by Toronto.
- Arrange private repairs if the City side is clear. Toronto advises calling a licensed plumber when the problem is on private property. A working, accessible cleanout may be needed for the City’s investigation; ask 311 what access is required.
Who is responsible: the City or the property owner?
Responsibility changes at the property line. For water service, Toronto says the City owns the section from the street to the property line, while the homeowner is responsible for the pipe from the property line into the home. That split determines who should investigate and pay for a repair. A plumber can address private interior pipes; contact 311 if a City-side water shutoff or investigation is needed.
For a sewer backup, call 311 so Toronto Water can investigate the municipal sewer and service line before authorizing major private excavation or replacement. If the blockage is private, the property owner must arrange and pay for the repair. A tenant should report the issue to the landlord or superintendent rather than commissioning substantial work without the owner’s direction.
How to choose an emergency plumber in Etobicoke
Emergency service advertisements can help identify firms to contact, but claims of 24/7 service or Etobicoke coverage do not establish current availability, licensing, response time, workmanship, or price. Confirm the details for your address and situation before approving work.

- Verify the licence. Toronto requires a licence for contracting to install or repair plumbing. Ask for current City of Toronto licence information and check it through the City’s business licence information. The City’s Plumbing & Heating page explains the licensing requirement.
- Confirm service for your exact location. Ask whether the contractor is accepting calls now and covers your Etobicoke address—not just the broader area.
- Ask about timing and fees before dispatch. Confirm the callout or dispatch charge, after-hours terms, and the arrival window the firm can actually commit to. Treat advertised response times as claims, not guarantees.
- Get the proposed work in writing. Ask for the diagnosis, repair options, written scope, estimate, and any additional charges before authorizing work. Keep the invoice and any photos or reports.
- For sewer work, establish whether 311 has been contacted. A contractor should be willing to account for the City’s investigation and distinguish municipal from private responsibility before recommending substantial excavation or replacement.
- Ask about warranty and insurance. Request the repair warranty terms and evidence of insurance, and compare those details alongside the estimate and scope.
There is no verified local ranking or reliable published comparison of Etobicoke emergency callout prices to rely on here. Compare contractors on current licence status, confirmed availability and timing, charges, diagnosis, written scope, warranty, insurance, and willingness to distinguish City-side from private-side problems. If you have a complaint about a tradesperson, Toronto says you can make it through 311.
