New Residential Era for Mosman Park’s Former Rocky Bay Site

The former Rocky Bay site at 60 McCabe Street is zoned for residential redevelopment, but the amendment does not approve a final design, home count or construction date.

Former Rocky Bay land at 60 McCabe Street in Mosman Park can now be redeveloped for residential use under an approved planning scheme amendment. That change permits a range of uses and residential densities, but it does not approve a finished building design, set a home count or confirm when demolition or construction will begin.

What changed at 60 McCabe Street?

Mosman Park Local Planning Scheme No. 3 Amendment No. 9 rezones Lot 600, 60 McCabe Street, from a social-care reserve to a residential zone. The Minister for Planning approved the amendment on 15 October 2025, and the approval was published in the Government Gazette on 24 October 2025. The Town of Mosman Park provides the amendment information; the statutory text is in the Government Gazette.

The amended scheme applies R40, R60 and R160 residential density codes in specified parts of the site. These codes regulate residential development intensity; they are not a published dwelling yield. The amendment also allows Restaurant/Café and Community Purpose as additional uses, subject to conditions: they are ‘A’ uses on R60 and R160 land and ‘X’ uses on R40 land.

What development has been proposed?

PerthNow reported on 18 September 2025 that Curtin Heritage Living had bought the 2.8-hectare site from Rocky Bay. Rocky Bay was expected to remain there for up to 12 months before moving to Belmont. Those are reported plans and circumstances at that time, not confirmation of the organisation’s current location or timetable. The report described the site as a short walk from the Swan River and about 2 km from Victoria Street train station; the state government also described it as close to public transport, jobs and services.

Curtin Heritage Living managing director David Cox said the provider would prepare a masterplan. In the 2025 report, he described a concept combining residential and independent living, community amenities and a residential care home. The concept is prospective: the amendment changes what the planning scheme permits, but does not itself approve that masterplan or a building application.

What does the scheme say about design and public space?

The amendment’s site objectives address how future development should respond to the site and its surroundings. They include:

  • Retaining high-value trees and connecting local and regional green spaces.
  • Responding to the site’s topography and the scale and character of the McCabe Street streetscape.
  • Retaining existing McCabe Street access points while creating an efficient internal public road network.
  • Providing landscaped, water-sensitive and tree-lined streetscapes.
  • Providing public open space, as described on the Town’s amendment page.

These are planning objectives and requirements, not proof that a final design has met them. The approved amendment establishes the planning framework; a detailed proposal would need to show how it responds to that framework.

How tall could buildings be?

PerthNow reported that residents had raised concerns about a tower reaching the former 12-storey height limit when the site was put up for sale in 2023. The report said the amendment did not rule out a 12-storey building. That does not mean a 12-storey building has been approved: the reviewed statutory material does not establish a final building height or form.

Mosman Park Mayor Paul Shaw told PerthNow that consultation had highlighted a preference for height to transition across the site, rather than placing the tallest buildings close to a boundary, and that the feedback had been incorporated. This is the mayor’s account of the consultation and planning response, not an approved final height plan. The Gazette’s stated objectives refer to topography, boundary interface and the McCabe Street streetscape.

When will demolition and construction begin?

PerthNow reported in September 2025 that demolition was expected to start in 2027. That was a forecast reported in 2025, not a confirmed current start date. The reviewed official material establishes the zoning change but does not verify a final development application, approved building form, dwelling yield, demolition commencement or current relocation status. No construction start date is established by the amendment.

What is approved, and what remains a proposal?
