Safe gas fitting depends on competent, appropriately licensed or registered people working to the rules and standards for their jurisdiction. There is no single global installation recipe: requirements in Great Britain, New South Wales and New Zealand differ, and these rules do not make a guide a substitute for training or qualification. If you are not qualified for the work where you live, hire a licensed or registered gasfitter.
What competence in gas fitting involves
Gas fitting is safety-critical work. Competence means more than knowing how to connect a pipe or appliance: the person doing the work must understand the applicable legal duties, technical standards, product instructions, and the risks of gas release and unsafe combustion. Requirements for who may perform work—and what checks or certification must follow—depend on location.
For example, UK regulations prohibit work on a gas fitting by someone who is not competent. They also require precautions to prevent danger where work could release gas, and gas-tightness testing after work that could affect tightness. These are duties, not a complete installation or test procedure; the relevant standards and professional training govern the details. Read the Gas Safety (Installation and Use) Regulations 1998.
The UK occupational standard titled “Install and remove gas pipework in domestic settings” describes a work area, not permission for an unqualified person to undertake it. See the domestic gas engineer occupational standard.

Requirements differ by jurisdiction
The following comparison is limited to the jurisdictions covered by the official sources cited here. It is not a substitute for checking the rules that apply to a particular site, type of work, or gas system.

Recognize the limits of your authorization
Before work begins, establish whether the task is legally within your competence and licence or registration. Scope can depend on location and the type of work. In Great Britain, HSE advises employers to ensure workers are competent; in NSW, gasfitting requires a licence; in New Zealand, WorkSafe directs consumers to currently licensed or certifying gasfitters.

Prevent gas release and verify tightness where required
Under GSIUR, work that could release gas requires precautions to prevent danger, and work that could affect gas tightness must be followed by a tightness test. The regulation sets the duty, not a universal test sequence or acceptance criterion. Do not infer a method from a general article; use the applicable technical standard, training, and current official guidance.
Account for ventilation, flues, and appliance instructions
HSE tells employers to maintain gas pipework, appliances, and flues, provide adequate ventilation, and avoid obstructing flues and chimneys. Product requirements matter too: UK guidance says suppliers and manufacturers must ensure appliances and fittings are safe when correctly used, and installation instructions form part of that safety context.

Use standards and certification for the place where work occurs
Standards are not interchangeable across borders. In NSW, the state government lists AS/NZS 5601:2022 and AS/NZS 1596:2014 as legally enforced references for gas installations and appliances. These references are specific to NSW’s regulatory context; they should not be presented as a universal specification for work elsewhere.
NSW’s advisory note issued 1 February 2025 and updated 5 March 2025 discusses requirements for certain multilayer pipe installations, including metallic pipework for at least one metre before a wall exit. That is a specific NSW advisory example, not a general piping rule. Check the current note and the applicable standard before relying on it. See NSW gas standards and notes.

In New Zealand, WorkSafe says connected gasfitting work requires certification, including a Gas Safety Certificate under the guidance’s stated requirements. The timing and obligations depend on the work described by the official guidance; consult it rather than assuming certification rules from another country apply.

The HSE Books listing states: “Every year about 14 people die from carbon monoxide poisoning caused by gas appliances and flues which have not been properly installed or maintained.” This is HSE’s figure as stated on the L56 listing published 1 May 2018; it concerns the specified cause and should not be generalized to other causes or geographies.

How to approach a gas installation safely
- Identify the jurisdiction and job scope. Determine where the work is being done, what system and appliance are involved, and whether the task is installation, alteration, maintenance, or repair.
- Confirm authorization and competence. Check the relevant regulator’s current requirements and verify the worker’s licence, registration, or competence for that specific work.
- Establish the governing technical requirements. Consult the current local laws, standards, official guidance, and manufacturer instructions. Do not transplant a rule from another jurisdiction.
- Have the work completed and checked by an appropriately qualified person. Gas release prevention, tightness testing, and other safety checks must follow the requirements and methods applicable to the job; this article does not specify installation, purging, commissioning, or acceptance procedures.
- Complete required certification and records. Confirm which certificates or other documentation are required locally. In New Zealand, WorkSafe’s guidance requires certification for connected gasfitting work, including a Gas Safety Certificate under its stated requirements.
